在中国加入 WTO 之后,境外的烟草制品逐渐进入中国市场,我国烟草市场的 竞争也随之逐渐激烈。特别是近些年来新型烟草制品的出现,给国内烟草企业的 生存和发展又增加了新的不确定性,作为以传统烤烟制造为主的国有企业 A 卷烟 厂,在一系列外部不利因素的冲击下,正面临国内生存环境持续严峻,伴随着国 家“供给侧改革”和“一带一路”战略的推进,“一带一路”沿线国家可能成为 潜在的卷烟出口对象。A 卷烟厂如何抓住这一新的历史机遇,转变经营理念和方 式,将产品质量作为自己的生命线来守护,需要通过提升企业生产质量管理水平, 减少生产浪费,保证产品质量,积极应对国内外烟草市场竞争,适应国际化的卷 烟产品标准,都关系到企业在市场竞争中成败。 本文以 A 卷烟厂为研究对象,研究设计了 A 卷烟厂生产质量管理体系的优 化方案。论文首先对质量管理的发展历史和 PDCA(戴明环)持续改进方法做了 介绍。对全面质量管理理论的内容和实施原则进行了阐述。其次介绍了 A 卷烟厂 的现状,从多个方面对 A 卷烟厂生产质量管理的现状和问题进行了分析,研究发 现了 A 卷烟厂存在质量管理的效率不高、产品质量外观缺陷率和翻仓数量高、质 量改进效果不明显、员工参与质量管理的积极性不高等问题,分析了产生问题的 原因有质量管理职责落实不到位、员工质量意识不强和质量培训不系统、缺乏质 量持续改进和激励机制不合理等方面。接着给出了 A 卷烟厂质量管理体系优化的 目标和方案,通过完善管理机制、提升全员质量意识和加强培训、基于 PDCA 质 量持续改进设计和建立合理的激励机制等方面对 A 卷烟厂的质量管理体系进行 全面的优化的改进。最后对 A 卷烟厂质量管理体系优化方案进行实施并制定了保 障措施。 关键词,质量管理;全面质量管理;PDCAIII Abstract After China's entry into WTO, the products of foreign tobacco companies have entered the Chinese market. Especially in recent years the emergence of new tobacco products for the survival and development of domestic tobacco enterprise adds new uncertainty, as in the traditional tobacco manufacturing A cigarette factories, state-owned enterprises under the series of the impact of external adverse factors, is facing A domestic continuous severe survival environment, with the national reform of the supply side and area strategy, One Belt And One Road along the country could become Apotential object of cigarette exports. A cigarette factories how to seize the new historical opportunity, change management idea and method, the product quality as A lifeline to guard, need to improving the quality of enterprise production management level, reduce the waste production, ensure product quality, actively deal with the tobacco market competition both at home and abroad, to adapt to the international standard cigarette products, success of enterprises in market competition. Taking A cigarette factory as the research object, this paper studies and designs the optimization scheme of A cigarette factory's production quality management system. Firstly, the paper introduces the development history of quality management and the continuous improvement method of PDCA. The contents and implementation principles of total quality management theory are expounded. Secondly, this paper introduces the present situation of A cigarette factories, from several aspects of A cigarette factories production present situation and problems of the quality management are analyzed, the study found that the efficiency of A cigarette factories are quality management is not high, the quality of the product appearance defects and double high warehouse number, quality improvement, the effect is not obvious, the enthusiasm of employee participation in quality management is not high, analyzes the causes of the problem about quality management responsibilities implementation does not reach the designated position, staff quality consciousness is not strong, and quality training system, lack of continuous quality improvement and incentive mechanism isIV not reasonable, etc. Then, the paper gives the goal and scheme of optimizing the quality management system of A cigarette factory, and comprehensively optimizes and improves the quality management system of A cigarette factory by improving the management mechanism, enhancing the quality awareness of all staff and strengthening training, continuously improving the design based on PDCA quality and establishing reasonable incentive mechanism. Finally, the optimization plan of A cigarette factory's quality management system is implemented and the guarantee measures are formulated.
