本文在整个研究的过程中,采用论证——归纳——对比的方法,通过对我国历史 事实以及其他国家经验的论述,对“高薪养廉”制度在我国的可行性方面的内容展开 了详细的分析。文章首先分析我国清朝雍正时期的“养廉银”制度内容及其产生的社 会成效,然后通过对比分析新加坡所施行的“高薪养廉”制度,得出以下结论:第一, “高薪养廉”制度是具有反腐保廉的作用的,但不是独立的发挥作用,而应与其他配 套措施有机结合;第二,在其他特定有关条件成熟的情况下,“高薪养廉”制度 在我国具有可行性。 为了有效的解决贪污腐败之风,应注重其源头的管理。但是,在可以预见的历史 时期,很难彻底根除贪腐的现象。基于未能实现对贪污渎职现象发生的数量最大化进 行控制的现实情况,高薪养廉制度在我国的可行性研究,对我国经济发展新时期尤为 重要,其定能在我国的反腐倡廉中,提出一条适应我国国情的制度建设新途 径。 关键词:新加坡 高薪养廉 养廉银 可行性研 究 生 学 位 论 文 II Abstract In the whole process of research, this paper makes a detailed analysis of the feasibility of the system of high salary and honesty system in China by using the method of argument - induction - comparison and the exposition of historical facts and other national experiences. This paper analyzes the content of the honesty and silver system and its social achievements in the period of the Qing Dynasty, and then analyzes the high salary and honesty system implemented by Singapore, and draws the following conclusions: First, the high salary and honesty system is The role of anti-corruption and security, but not an independent role, but should be combined with other supporting measures; second, in other specific conditions are ripe, high salaries system in China is feasible. In order to effectively address the wind of corruption, we should focus on the management of its source. However, in the foreseeable historical period, it is difficult to completely eradicate the phenomenon of corruption.
