山西省是国家循环经济试点省,2×660MW CFB 低热值电厂项目符合山西 省大力发展循环经济的发展规划,项目的实施可以大力推动山西延伸煤炭电力转 化的循环产业链,提高山西低热值煤、煤粉灰资源综合利用,符合国家有关的能 源政策和山西省转型发展的战略要求。这将是山西地区建设世界上首台 660MW 装机容量等级燃用煤矸石的循环流化床机组可行性研究分析。 鉴于电力项目投资建设周期较长、投资数额较大且投资回报期较长等特性, 因此对于是否投资建设项目,采用可行性研究是一种重要手段避免决策失误。 本文通过对项目建设地的政策、经济环境、技术方案及财务评价等进行分 析,对A集团低热值电力项目的可行性进行研究,为项目实施提供了可靠的参考 价值。 关键词:电厂;低热值燃煤;可行性分析- II - Abstract Shanxi is the national pilot province for recycling economy, of which the 2x660 MW CFB project with low heating value coal firing could precisely in line with the principles. The realization of the project can vigorously promote the circulation industry chain with transformation from coal to electric, the comprehensive utilization of coal gangue and fly ash resource to meet the national energy policy and strategic target of transformation development and spanning development for Shanxi Province. This will be the world’s first 660 MW power plant project with Circulating Fluidized Bed Boiler especially for coal gangue firing in Shanxi. Due to the long construction period, huge investment and slow return, in addition to affection of national policy, the local environment of investment, geography and policy, feasibility analysis is a critical way to judge the project to avoid the decision errors, which may lead to huge loss for all stakeholders. This thesis focuses on the feasibility analysis including local policy, investment environment, target market, technical procedure and financial evaluation for A Group for reference.
