I 摘要 自 1988 年以来,我们国家在基本的建设领域推行了建设工程监理制度,工 程建设实行监理引起了全社会各界人士的广泛关注,长期的运行证明,工程监 理在工程建设中发挥了极其重要的作用,它在建设工程的质量、进度、投资、 安全等方面做出了巨大的贡献。 上个世纪末,我国的电信行业高速发展,为通信监理公司的业务开展提供 了一个极其广阔的空间。但是近年来,随着电信行业竞争的加剧以及通信工程 建设的规范,地方性的垄断关系逐渐被打破,通信监理企业的发展经营压力越 来越大。但综合看来,影响国内大多数通信监理企业发展的是,众多企业都缺 乏一套切实可行的发展战略。 JX 通信监理公司作为国内具有甲级通信监理资质的企业之一,在成立的最 初几年里依靠与本地电信天然依存关系,不断壮大发展。本文基于 JX 通信监理 公司在发展中遇到的问题,分析企业所面临的内外部环境,明确了 JX 通信监理 公司在竞争中的机会、威胁、优势、劣势。最后,在前面分析的基础上,确立 了 JX 通信监理公司的发展战略及战略实施的保障措施。 关键词:通信监理;发展战略;战略实施ABSTRACT II ABSTRACT Since China carried out the construction project supervision system in the basic construction field in 1988, the project supervision has aroused wide attention of the whole society, and played an important role in the construction of the project, and made great contributions to the quality, progress and investment of the construction project. At the end of the last century, the rapid development of the telecommunications industry provided a broad space for the development of communication supervision. In recent years, with the intensification of competition in the telecommunication industry, the construction of communication engineering is becoming more and more standardized, the relationship between regional monopoly is gradually broken and the pressure of the development of communication supervision enterprises is increasing. However, most of the telecommunication supervision enterprises in China lack a set of practical strategy of development at present. JX communication supervision company, as one of the enterprises with the qualification of the first grade communication supervision in China, relies on the natural dependence relationship with Jiangxi Telecom in the first few years. Based on the problems encountered in the development of JX communication supervision company, this paper analyzes the internal and external environment that the enterprise faces, and clarifies the opportunities, threats, advantages and disadvantages of the JX communication supervision company in the competition. Finally, on the basis of the above analysis, the development strategy of JX communication supervision company and the safeguard measures for its implementation are established.
