BDL景区游客接驳项目是北京传奇旅游投资发展有限公司应延庆县政府邀 请,与延庆县政府共同合作的BDL景区二次开发项目之一。目的是为了解决 BDL景区目前在景区内部交通方面存在的道路拥堵、管理混乱和尾气污染等问 题,同时也为景区二次开发范围扩大做好准备,以满足游客在景区内部的交通 需求。 近年来景区内部交通难题日渐突出,BDL景区的情况尤为严重。随着旅游 产业的迅猛发展,景区游客日益增多,解决交通难题已经迫在眉睫。为尽快解 决景区内的道路拥堵、管理混乱和尾气污染等问题,当地政府一直在不停地探 索研究寻求行之有效的解决方案。早在2008年就已经形成了景区封闭管理,实 行游客接驳的具体思路,但由于受到诸多因素的限制一直未有实质性进展。2011 年年初由延庆县政府牵头,BDL特区政府主办,邀请国内知名专家学者再次 共同探讨解决方案,并邀请在景区交通方面经验丰富的北京传奇旅游投资发展 有限公司作为合作伙伴。 北京传奇旅游投资发展有限公司在景区交通规划和游客接驳方面有着丰富 的经验,目前巳经在湖南张家界和南岳衡山两个国家级名胜景区成功开展此类 业务。为了做好BDL景区游客接驳项目,传奇旅游详细了解了景区目前的交通 状况,收集整理了大量的数据资料,实地考察了景区的地形地貌,对具体问题 做了问卷调查。在充分掌握景区的管理现状、客观条件、游客数量、游客特点 等各类资料的基础上为该景区设计了切实可行的解决方案。传奇旅游建议以政 府授权,企业运营的方式来共同解决这一难题。传奇旅游将为该项目组建运营 管理团队,并实施各项具体工作,本文就是该项目的商业计划书。 本文作为该项目的商业计划书,文中详细分析了 BDL景区游客接驳项目的 背景,论证了项目实施的必要性和可行性,根据数据分析结果提出了项目实施 的具体措施和办法,以及如何成立运营团队共同经营游客接驳业务的详细方案。 并对该项目的经济效益做了合理预测,对项目的进度做了具体的安排。 关键词:旅游交通,游客接驳,接驳车辆 I MBA学位作者:尚卫东 BDL景区游客接驳商业计划书 ABSTRACT Entering 21 century, China becomes more international, national economy remains developing rapidly. The level of urbanization raises continually, People's living standards continue to improve. More and more people like to travel, around the country or go overseas. Tourist transportation is very important to a famous scenic, it related to the traffic situation, the environment of the scenic, even the mood of the tourist. BDL is the famous scenic in suburban district of Beijing, well-known by the beautiful viewpoint of Great Wall. But the tourist transportation always be a trouble to the government, especially in the peak travel period- Considering the long-term further development, the government corporate with a professional organization, Legend tourism investment, to improve the traffic planning issues of BDL scenic. The paper elaborate the present situation that the lack of integrated design for the entire scenic on traffic issues and the inefficiency of management. It points out that the proper way to solve the problem is to build an integration tourist transportation system which including the part of way in, out, and different loop around the scenic. As well as the improve plan of the management issues. The paper analyses the concept, apply scope, basic characters, financing pattern, process, information system management, capital management and so on, Meanwhile, it analysis the problems that exists in the use of tourist transportation system in BDL scenic. Finally, the paper gives the conclusion from different perspectives: from industry perspective, the business plan meet the requirement of tourism development plan; from the perspective of marketing scale and economic benefits, it can bring more benefit not only for the tourist, but also for the company and government; from the social perspective, the plan can solve traffic congestion of BDL scenic, and reduce the energy consumption, as well as emission pollution.
