目前，城市的交通网络越来越发达，城际铁路建设的迅速发展使城际铁路成 为承担相邻城市间的旅客运输的主要方式，也是部分城市区域内交通的重要组成 部分。城际铁路高速、小编组、高密度的特征促进了城市群的快速形成，让城市 之间的联系更加紧密。 长株潭城际铁路湘潭段站场工程是长株潭一体化的重大工程，具有建设周期 长、投资大和建设不可逆转性等特点，因此在建设之前进行项目的可行性研究是 非常必要的。本文以长株潭城际铁路湘潭段站场工程为研究对象，从市场、技术、 环境、效益和风险等方面进行可行性研究。第一部分，阐述了研究的背景和意义， 简述了本研究的主要内容、研究方法和结构，并对国内外可行性研究的现状进行 了梳理。第二部分，从可行性研究的内涵、作用和依据、内容及阶段划分等方面 进行了论述。第三部分，详细介绍了该项目的背景和概要，并从项目的市场需求 和项目 SWOT 分析等角度分析了项目建设的必要性。第四部分，从生产建设条 件和生产技术条件等方面论证了本项目的可行性。第五部分，在需求分析的基础 上，运用项目建设投资评价方法对本项目的投资估算、资金筹措方式、项目财务 分析以及偿债能力进行详细的论证。第六部分，从项目的社会效益影响、社会互 适性和社会风险分析等方面对项目的社会效益进行分析和探讨。最后，对长株潭 城际铁路湘潭段站场工程项目进行了整体的可行性分析和评价，并得出结论。 本文从可行性研究的基本理论入手，依据项目的实际情况，从经济、社会、 环境和财务等多方面进行可行性论证，从中发现问题，并提出可行性的建议和措 施。本文研究的方法和思路对同类项目的可行性研究具有一定的借鉴意义。 关键词，城际铁路；湘潭段站场；可行性研究II Abstract Currently, urban transportation network has developed more and more. The rapid development of intercity railway construction makes intercity rail become a major form to bear passenger transport among adjacent cities. It also acts as an important part of traffic systems in certain areas of some cities. The characters such as high-speed, small groups and high-density promote the rapid formation of urbanagglomeration and closer connection between cities. Xiangtan section project of Changzhutan intercity railway project is a major construction project of integration of Changsha, Zhuzhou, and Xiangtan, with a long construction period, large investment and irreversibility, etc. For these reasons, undertaking feasibility study on the railway project is vital important before carrying out. The paper, based on Changzhutan inter-city railway Xiangtan station project as the research object, carries out a feasibility study from market, technology, economy, environmental protection, benefits and risk aspects. The first part describes the background and significance, outlines the main contents, methods and structures of research, as well as conducts status of domestic and foreign feasibility study. The second part discusses from the aspects of connotations of the feasibility study, the function and foundation. The third part details the background and summary of the project, analyzes the necessity of the project from the point of market needs and SWOT analysis of the project. The fourth part demonstrates the feasibility of the project from production & construction and production technology conditions. The fifth part demonstrates investment estimation, financing methods, financial analysis and solvency of the project by investment evaluation methods which on the basis of the needs analysis. In the sixth part social benefits are analyzed and discussed in the social benefits of project impact, the mutual adaptability and local social risk analysis. Finally, the paper makes overall feasibility analysis and evaluation of Xiangtan section projects of Changzhutan intercity railway project and then draws a conclusion. The paper starts from the basic theory of the feasibility study, and makes study based on the actual situation of the project from the economic, social, environmental and other aspect, from which identify problems and propose feasible suggestions and measures. Methods and ideas of this paper have certain significance for the feasibility study of similar projects.
