钢铁是人类社会最重要的基础性、功能性材料，也是最易于回收和可再生的资源。 文章针对目前国内，特别是粤东地区对废钢铁再生资源的产品长期处于供不应求的状 况，提出在揭阳市建立粤东废钢铁进口配送中心，认为建立粤东废钢铁进口配送中心有 四方面的积极意义，一是民营企业主动实践科学发展观的需要；二是民营企业积极履行 社会责任的需要；三是民营企业大胆参与地方经济建设的需要；四是民营企业努力回报 社会的需要。 本文共分六章。第一章为绪论，研究了再生资源产业的发展背景，提出建立粤东废 钢铁进口配送中心所具有的积极意义。第二章为项目概况，介绍了项目的基本情况、建 设依据、规划设计，确立配送中心的发展方向。第三章为项目市场前景预测，分析了货 源供应、市场需求等情况，研究了产品的销售策略。第四章为组织实施，研究了项目的 组织管理和实施计划。第五章为投资估算与项目损益，对项目进行投资估算、项目损益 和投资风险分析。第六章为文章结论。 本文主要采用文献研究、探索性研究、模拟研究、数量研究等方法，通过分析、归 纳得出结论，认为粤东废钢铁进口配送中心是一个可操作性较强、投资规模适中、投资 风险较小、投资回报率较大的项目，具有五个特点，一是较强国外市场采购力；二是较 强市场价格竞争力；三是较强国内市场调配力；四是较大的企业利润空间；五是较强社 会责任感。投资建设粤东废钢铁进口配送中心前景广阔，利国利民，不仅能获得较好的 经济效益，还将为地方经济社会的可持续发展和解决日益突出的环境问题、就业问题发 挥积极作用。 关键词，钢铁；配送；策划；敏感性分析II Abstract Steel is the most important basic、functional material of human society, and it is the most easily and renewable resources recovery.
