交通银行亳州分行自 2012 年成立以来,积极有效的借鉴其他地市辖行个人信 贷业务的成功经验,最终将个人住房贷款确定为先行发展的业务,且将其作为切实 有效的利润增长点。截止到 2018 年 7 月,个人住房贷款余额为 16.06 亿元,其中 2017 年投放量较上年合计净增 5.57 亿元,真正意义上实现了翻一番的全年目标, 但是,在信贷政策愈加收紧且信贷人才匮乏的情况下,如此高速的发展必将会为各 类隐患埋下伏笔。自 2017 年 8 月以来,每月攀升不下的逾期户数已经在为我们敲 响警钟,如何切实有效的遏制个人住房贷款业务所带来的各类隐匿风险,已是刻不 容缓。 在这一研究背景下,首先介绍了交通银行亳州分行个人住房贷款业务的发展历 程、业务流程及资产质量情况,并通过风险的识别、估算、评价、控制及处理五个 方面阐述了其现今风险管理的具体情况。 其次,通过调查问卷及风险相关方细化的形式,明确有效的暴露出现存的风险 管理问题。与此同时,运用压力测试的方法对宏观情况进行有效的分析,能够对市 场影响下的不良贷款和违约损失情况进行有效测定。 最后,以个人住房贷款的流程顺序为主线,将存在问题的解决方法细化至各个 环节,并明确地提出了应对各类风险的改进措施,以期能够使交通银行亳州分行个 人住房贷款业务稳中有序的发展。 关键词:交通银行亳州分行;个人住房贷款;风险控制I ABSTRACT BoZhou BOCOM has been actively and effectively learning from the successful experience of personal credit business in other cities and municipalities since its establishment in 2012, and finally, the personal housing loan was determined as the first development business and was regarded as a practical and effective profit growth point. As of July 2018, the balance of personal housing loans was 1.606 billion yuan, of which the total investment in 2017 was 557 million yuan higher than that of the previous year, which really achieved the goal of doubling the annual target for the year, but with the tightening of credit policy and the shortage of credit talents, such rapid development will set the stage for all kinds of hidden risks. Since August 2017, the monthly number of overdue households has sounded the alarm bell for us, so it is urgent to find out how to effectively curb all kinds of hidden risks brought about by the personal housing loan business. In this research background, the paper first introduces the development course, business process and asset quality of personal housing loan business in BoZhou BOCOM, and expounds its current risk management specific situation through the five aspects of risk identification, estimation, evaluation, control and treatment. Secondly, through the questionnaire and form refined by risk related parties, this paper clear and effective expounds the existing risk management problems. At the same time, the method of stress test is used to analyze the macro situation effectively, which can effectively measure the non-performing loans and default losses under the influence of the market. Finally, this paper takes the flow sequence of personal housing loan as the main line, refines the solution to the existing problems to each link, and clearly put forwards the improvement measures to deal with all kinds of risks, in order to make the personal housing loan business of BoZhou BOCOM in a real sense to achieve a steady and orderly development.
