能源是推动经济和社会发展的强大动力。目前,我国正处于经济快速增长时期, 需要大量的能源做为保证。沈西热电厂项目是由中国国电集团公司出资建设,总投 资 25.7 亿元,规划总容量为 1200MW 的大型热电项目。 全面系统的可行性分析,是项目投资决策的可靠依据,能避免和减少因决策失 误可能导致的重大损失。本文在热电项目可行性研究基本理论的基础上,采用多层 次、多角度的分析方法对沈西热电项目进行了可行性分析,论证了该项目建设的必 要性、可行性及其经济效益、环境效益和社会效益,同时就本项目中存在的难点和 关键技术,如供热参数确定、等离子点火技术应用、灰渣综合利用等进行了详细论 证,保证了项目技术上的先进性、方案上的可行性。 关键词, 热电项目,可行性研究,能源,环境 ABSTRACT The energy is formidable power which impels the economy and the society develops. At present, our country needs massive energy to guarantee the fast growth of economy. West Shenyang Thermal Power Plant Project is invested by China Guodian Corporation with a total investment of 2.57 billion Yuan and its plan capacity is 1200MW. A comprehensive and systematic feasibility study is the reliable basis for project investment decision-making, and is useful to avoid and reduce the heavy loss caused by fault decision. Base on the thermal power project feasibility study theory, this paper made a multi-levels analysis on the West Shenyang Thermal Power Plant Project from many aspects. Meanwhile the difficulties and the essential technologies of the project such as heating parameters, application of plasma ignition technique, and comprehensive utilization of ash were analized in detail. The feasibility study proved that this project is necessary and feasible, and also strongly supported its positive effect on economic and social efficiency, as well as environment benefit.
