随着我国经济的高速发展和城市化进程的加快,城市生产生活性水污染日趋严重, 使城市区域内供给水质量不断下降,给城市水生态环境造成了不利影响,城市作为一个 地域经济文化的特色象征,积极保护水生态环境以减少水污染,建设和改进污水处理设 施以改善水环境质量,是实现城市经济稳定发展的关键因素,也是营造城市居民良好生 活环境和切实提高居民生活质量的重要环节。对城市经济的长期发展而言,努力保持水 生态平衡和合理利用水资源也越来越受到社会的普遍关注与重视,从某种意义上说,加 强城市污水处理项目的建设已经成为目前治理城市水污染的主要途径。 青岛高新区作为青岛市周边新开发区域,是大型工业企业、高新技术生产企业以及 大批城镇居民居住的聚集地,不管是工业企业生产还是城镇居民生活,其污水排放都影 响着高新区域的水生态环境,并且这种影响伴随着区域经济的发展越发明显,所以投资 建设青岛市高新区污水处理厂及配套管网设施是非常有必要的,有利于协调本区域内的 工业生产水环境和居民生活水环境。本文基于工程投资建设项目可行性研究的相关理 论,采用科学的理论分析方法,结合国内外污水处理厂工艺流程方案和目前城市建设中 供排水的总体规划,对青岛市高新区污水处理厂建设项目进行了全面分析与评估,从项 目投资的市场调研与策划,到影响项目建设的环境因素、技术因素、经济因素、社会因 素、风险因素等都进行了可行性分析,同时还根据青岛市高新区域经济的发展规划现状, 对区域内的污水产生量和远期污水产生量作了合理的统计与估算,说明了污水处理项目 建设的重要性。 本文属于可行性项目研究范畴,一方面在于通过阐述和运用可行性研究理论来评价 污水处理厂项目建设的未来经营效益,以从理论上论证项目建设的经济性和社会性;另 一方面是利用对比分析法、经验值分析法、净现值法、投资收益率法、投资回收期法等 分析方法,对青岛市高新区污水处理项目的建设环境、技术管理以及财务方面进行评价 和分析,最终得出项目投资实施的可行性论证,同时也更加说明了污水处理厂项目的 投资筹建对保障青岛市高新区和东部沿海地区水生态平衡的重要意义。 关键词:污水处理项目建设可行性研究 Feasibility study of a sewage treatment plant in Qingdao City Abstract Along with the rapid development of economy and the acceleration of urbanization, urban production life sex more serious water pollution, urban areas supply water quality declining,to city water ecological environment caused by the adverse impact,the city as a regional economic and cultural features of symbol,and actively to protect the water ecological environment in order to reduce water pollution, construction and improve sewage treatment facilities in order to improve the water environment quality, which is the key to the development of urban economic stability factor, but also to build urban residents good life environment and improve the quality of life of the inhabitants of the important link. To the city economy in terms of long-term development, and strive to keep the water ecological balance and rational utilization of water resources becomes more and more social attention and pay attention to,in a sense, strengthen urban sewage treatment project construction has become the main ways of urban water pollution governance. Qingdao high-tech zone as Qingdao surrounding new development area, is a large industrial enterprises, high-tech manufacturing enterprises and a large number of urban residents living compounds, whether industrial enterprise production or urban residents life, the sewage discharge to influence high area of water ecological environment, and this kind of influence with the development of regional economy the more obvious, so investment construction Qingdao high-tech zone sewage treatment plants and related pipe structures facilities are very necessary,it is advantageous to the coordination of this area in the industrial production of water environment and residents life water environment. Based on the engineering investment feasibility study on construction project related theory, adopt scientific theoretical analysis method,both at home and abroad,sewage treatment plant process scheme and at present the city water supply and drainage in the construction of the overall planning, city of Qingdao high-tech zone sewage treatment plant construction projects we conducted a comprehensive analysis and evaluation, from project investment market research and planning, to influence project construction environment factors,technical factors, economic factors, social factors,risk factors and so on all the feasibility analysis, also according to the Qingdao high-tech regional economic development planning situation in the area of sewage quantity and forward sewage quantity a reasonable statistics and estimation, and explains the importance of the construction of sewage treatment projects. This paper belongs to the category of project feasibility study,on the one hand, in this paper the feasibility study and apply the theory to evaluate the foture of sewage treatment plant project construction management benefit,in order to demonstrate theoretically project construction of the economy and society; On the other hand is the use of comparative analysis, empirical value analysis, net present value method, Hie rate of return on investment method, the investment rate of return method, analysis methods, such as payback period method,the Qingdao hi^i-tech zone wastewater treatment project for the construction of the environment, technology and management and financial evaluation and analysis,and finally draw the implementation of project investment feasibility, and at the same time also more illustrate the sewage treatment plant project investment to guarantee the Qingdao high-tech zone and the eastern coastal areas water ecological balance of the important meaning.
