十堰市城市中心区地下综合管廊可行性研究报告DOC

城市地下综合管廊将水、电、气、通信等各类市政管线铺设在同一空间内,实现集 中管理,可以防止管线破裂,避免反复开挖路面,集约利用城市地下空间,对于城市建 设具有重要意义。本文通过对城市地下综合管廊基本概念、城市规划理论、系统论、公 共产品理论和城市经营理论等基础理论的阐述,分析了十堰市城市中心区地下综合管廊 体系建设的必要性和可行性。在调查十堰市地下综合管廊和管线现状的基础上,探讨了 城市管线布局存在的问题,分析了完善、优化地下综合管廊规划的数学模型,研究了城 市地下综合管廊建设、运营、维护模式。 主要研究成果有: (1)结合南水北调水质安全和集约利用城市地下空间,分析了十堰市城市中心区地 下综合管廊建设的必要性和可行性。 (2)探讨了当前十堰市城市中心区地下综合管廊在规划设计、运营机制、收费标准、 管理机制和管廊体系建立等方面存在的一系列问题。通过分析发现产生问题的原因,主 要在于城市地下综合管廊机制及建设流程因素、人员及技术装备因素和社会外界环境因 素。提出通过完善顶层布局及运行机制、创新和规范规划设计、完善建设和施工组织、 创新收费制度和运营模式、转变综合管理方法等措施,来完善十堰市城市中心区地下综 合管廊体系。 (3)地下综合管廊建设选线问题实质上是个多目标优化问题。构建了地下综合管廊 路由优化体系,包括路由优化目标、评价指标集、管廊路由比选方案。基于数学模型, 通过指标集对路由方案进行定量评价,综合评判,比选确定推荐方案,作为决策参考。 基于数学模型开展方案比选,有利于对各项指标赋予不同权重,实现地下综合管廊选线 整体优化。 (4)建立了城市地下综合管廊框架体系。从顶层布局与规划设计、环境影响评价与 建设施工、运营机制与管理模式(PPP)方面着手构建十堰市城市中心区地下综合管廊体 系,合力解决城市地下综合管廊中出现的问题。在顶层设计及布局方面,分别从给水与 排水管线布局、污水与雨水管线布局、电力与通信管线布局、燃气与热力管线布局以及 综合管廊系统布局等方面进行分析;在综合管廊的规划设计方面,分别从综合管廊的规 划、断面选型规划、三维控制线规划、配套设置及附属设施规划等方面进行分析。 关键词:十堰市;地下综合管廊;规划设计;运营机制;管理模式湖 北 工 业 大 学 工 程 硕 士 学 位 论 文 II Abstract Underground pipe gallery achieves centralized management of water, electricity and gas, which is one of the important sign of construction of city underground pipeline facilities modernization. The construction of underground comprehensive pipe gallery can prevent the rupture of pipes, eliminate the repeated excavation of the road, which has great significance for city construction. Based on the basic concept of city underground pipe gallery, city planning theory, system theory and the theory of public goods management theory and other basic theory, analyze the necessity and feasibility of Shiyan city center underground pipe gallery system construction. Based on the investigation of underground pipe gallery and pipeline status in Shiyan city, we discussed the existing problems of city underground pipe gallery, analyzes mathematical-model in plannning of urban underground integrated pipe gallery system. We also research the construction and management of Underground pipe gallery. (1) Based on safety of water and using of underground-space,we analyzed the necessity and feasibility of underground pipe gallery construction in Shiyan city. (2) We analyzed a series of problems existing in the planning, design, operation mechanism, charging standard, comprehensive management mechanism and the establishment of comprehensive pipe gallery system of Shiyan underground pipe gallery. Through the analysis found that the constraints of the problem lied in the urban underground comprehensive pipe gallery mechanism and construction process factors, personnel and technical equipment factors and social environment factors. And we put forward a series of measures to improve Shiyan city center underground pipe gallery system, through the improvement of the top-level layout and operation mechanism, innovation and standardized planning and design, construction and construction organization innovation, perfect charging system and operation mode, change the comprehensive management measures, to improve the comprehensive pipe in the center of the city underground system in Shiyan city. (3)Planning of underground pipe gallery is related to multi-target optimization.The evaluation index system of underground pipe gallery is established,it is composed of target layer,index layer,scheme layer. We establish mathematical-model based on multi-target decision and fuzzy mathematics,judge each scheme,achieve optimal plan.The operability of the model contribute to intellgent planning and design of underground pipe gallery (4) We tried to do the establishment of the city underground pipe gallery frame system, from the top-level design, layout and planning environmental impact assessment and construction, operation mechanism and management model (PPP) to construct Shiyan city center underground pipe gallery system, efforts to resolve the emergence of city underground pipe gallery in question. In the top-level design and layout were analyzed from the aspects of water supply and drainage pipeline layout, sewage and rainwater pipeline layout, power and communication pipeline layout, gas and heating pipeline layout and pipe gallery system layout; in comprehensive pipe gallery planning and design, planning, planning, selection of section line planning, 3D control sets and ancillary facilities planning from the aspects of pipe gallery are analyzed.
