随着中国经济的发展、城市化进程的加快,更多的农村人口涌入城市,同时人均 汽车拥有量也急剧上升。但是城市道路的建设却没有跟上人口和汽车的增长量,由此 带来了城市交通拥堵问题。之前人们从交通供给角度出发来解决城市道路拥堵问题, 但是人们所能增加的道路供给量要落后于人们对于道路的需求量,因此依旧无法解决 城市的道路拥堵问题。本文从抑制人们的交通需求出发,对交通拥挤费的征收进行了 研究,以解决城市面临的交通拥堵问题。 本文首先是对交通拥挤和交通拥挤费进行了定性分析,从介绍交通拥挤的概念出 发,接着分析了影响中国城市道路交通拥挤的相关因素;然后又介绍了交通拥挤费的 概念,并介绍了征收拥挤费的相关方法、意义和模型。其次是对交通拥挤费进行了定 量分析,通过定量分析进一步阐述了交通拥挤费的概念,分析了拥挤费和公共交通之 间的关系,并用静态博弈的方法证明了征收拥挤费的重要性。接着又介绍了外国征收 交通拥挤费的相关案例,为中国实施拥挤费的征收提供一定的理论依据和相关经验。 然后用具体数据分析了中国目前的交通状况,并利用动态博弈理论来分析如何对拥挤 收费定价。最后设计了拥挤费的征收方案,并提出了在实施过程中所需要的辅助政策 和措施。 关键字,交通拥挤费 道路拥堵 公共交通 作 者,宗 鑫 指导老师,夏永祥II Research on Feasibility of imposing the congestion charge in China Abstract With the development of China's economic and the acceleration of urbanization, more and more rural population into cities, per capita car ownership has also risen sharply. However, the construction of urban roads has not kept pace with the development of population and cars, and the resulting urban traffic congestion problems. Before people starting from the traffic supply point of view to solve the problem of urban road congestion, but people can be increased road supply to lag behind the demand for road, still can not solve the city's road congestion. Inhibition of the transport needs of people, the collection of the congestion charge has been studied to solve the traffic congestion faced by cities. This paper begins with Qualitative analysis of traffic congestion and congestion charge: starting from the introduction of the concept of traffic congestion, and then analyze the relevant factors to affect China's urban road traffic congestion; then introduced the concept of the congestion charge, and introduced the ways of congestion charge, meaning, and models. Then there are followed by the quantitative analysis of the congestion charge: quantitative analysis further elaborates the concept of a congestion charge, the relationship between the congestion charge and public transport, and using the static methods of the game to prove the importance of the imposition of the congestion charge. Then there introduces the foreign-related cases to impose the congestion charge to provide some theoretical basis and relevant experience for the implementation of China's levy of congestion charge. Then this paper use the specific data to analyze China's current traffic condition, and use one kind of dynamic game theories to analyze how to congestion pricing. Finally there designs a scheme for congestion charge, and put forward supporting policies and measures which are required in the implementation process.
