青岛北部绿色生态屏障工程,是青岛市政府主导的重点环境工程,旨在提高青 岛市整体绿化率,在青岛北部建立起宽厚的生态屏障,抵御从西部、西北部而来的 冷空区、污染物,改善青岛市生态环境和人居环境。整个工程投资量较大,对于其 是否能够取得相应的投资效果,需要对其产生的价值进行分析。本文通过计算青岛 北部绿色生态屏障工程的成本和价值收益,对其经济可行性进行了分析研究。 文章第一部分主要从可行性研究的理论发展、实践应用、具体方法、问题改进 以及生态价值研究等方面进行了文献综述,并阐明了选题来源、背景和主要研究思 路。第二部分主要对文章涉及到的部分理论和概念进行阐述,分析了了可行性研究 的基本内容和评价方法,并对收益-成本法这一文章中采用的核心评价方法进行了介 绍。第三部分交代青岛北部绿色生态屏障工程的施工背景,并分别对工程实施的经 济成本以及工程将带来的经济价值进行了详细计算研究。第四部分主要提出了生态 功能价值的分析模型,并对工程将带来的生态功能价值分为六个方面进行了研究, 分别计算了工程实施后在涵养水源、保育土壤等生态功能上将取得的价值收益,并 对工程实施将带来的总价值收益进行汇总分析。第五部分主要经过分析前面计算结 果,提出了青岛北部绿色生态屏障工程在经济上具有可行性的结论,并针对当前研 究的困惑和限制对未来的研究方向做了展望。 关键词:可行性;收益-成本比率;替代工程法II Study on Economic Feasibility of Green Ecological Barrier Project in Northern Qingdao Abstract The green ecological barrier project in the north of Qingdao is a key environmental project led by Qingdao Municipal Government. It aims to improve the overall greening rate of Qingdao, establish a wide ecological barrier in the north of Qingdao, resist cold air areas and pollutants from the West and northwest, and improve the ecological environment and human settlements of Qingdao. The whole project has a large amount of investment. Whether it can achieve the corresponding investment effect needs to be analyzed. By calculating the cost and value benefit of the green ecological barrier project in northern Qingdao, the economic feasibility of the project is analyzed and studied in this paper. The first part of the article mainly reviews the literature from the aspects of theoretical development, practical application, specific methods, problem improvement and ecological value research of feasibility study, and clarifies the source, background and main research ideas of the topic. The second part mainly elaborates some theories and concepts involved in the article, analyses the basic contents and evaluation methods of feasibility study, and introduces the core evaluation method adopted in the article of income-cost method. The third part explains the construction background of the green ecological barrier project in northern Qingdao, and calculates and studies the economic cost of the project implementation and the economic value it will bring. The fourth part mainly puts forward the analysis model of ecological function value, and divides the ecological function value brought by the project into six aspects, calculates the value gains of water conservation, soil conservation and other ecological functions after the implementation of the project, and summarizes the total value gains brought by the implementation of the project. In the fifth part, the economic feasibility of the green ecological barrier project in northern Qingdao is put forward through the analysis of the previous calculation results, and the future research directions are prospected in view of the confusion and limitations of the current research.
