随着国内经济的持续发展,人民生活水平日渐提高,极大地推动了消费的增长。信用 卡的出现一方面给消费者的消费需求提供了便利,另一方面也给银行带来了巨大的利润。 然而由于缺少对信用卡风险的管控措施,有些银行在信用卡风险管理方面遇到了一些问题。 如何提升银行风险管控,是保证国内商业银行信用卡业务盈利的前提,因此论文选题具有 极强的现实意义。 本文以 J 行 HB 分行信用卡风险监控管理为例,对如何提升整个银行业信用卡管理质量 这一问题进行研究,并提出有针对性的对策和建议,以提供持续,健康发展和竞争力的商 业银行信用卡业务的参考。 本文共分为五章。第一章为绪论,详细阐述了论文的选题背景、研究目的、重要性、 国内外研究现状、结构与研究方法。第二章主要综述信用卡风险的一系列理论,包括信用 卡的概念以及信用卡管理的概念、目标、流程和原则。第三章介绍了 J 行 HB 分行信用卡风 险管理现状,包括该行信用卡业务基本情况和该行风险管理的组织体系、运作流程、技术 手段和人员素质。第四章分析了信用卡风险管理存在的问题和成因。目前在信用卡的审核 期缺乏标准化,盲目扩张的客户数量的;风险管理机制,客户管理周期是不完善的,反欺诈 预警监控机制缺失;贷后管理期存在坏账催收困难,呆账核销成本高效率低。其原因在没 能形成全面的信用卡风险管理理念,管理组织体系不健全,还有风险管理的技术水平不先 进等。第五章提出了完善 J 行 HB 分行信用卡风险管理的对策建议,要加强信用卡管理人员 的素质和组织建设,理顺信用卡风险管理组织体系;事前对某些高危行业信用卡申请人应 该加强审核,构建不良信用客户信息库,完善审批程序;事中要完善风险动态监测,做好 信用卡异常交易风险排査,严格核定授信额度;贷后要建立健全有效的绩效考核机制,适 时调整催收政策。另外,还需创新风险管理技术手段。 关键词:商业银行 信用卡 风险管理IV Abstract With the gradual improvement of the economy, people , s living standard have been greatly raised,which also promoted the increase of consumption. On the one hand, credit CARDS provide for consumption demand, and on the other hand, they bring huge profits to Banks. However, due to lack of control measures on credit card risk, some Banks have encountered some problems in risk management. How to improve the risk control is the premise to guarantee the profit of the credit card business of domestic commercial Banks, so the topic selection is of great realistic significance. In this paper, the credit risk monitoring management of HB branch of J bank is used to study how to improve the management quality of the whole bank, and then some targeted suggestions are put forward to provide a reference for commercial Banks can more sustainable, healthy development and improve competitiveness. The paper is divided into five chapters. The first chapter is the introduction,it elaborates the topic background, research purpose, importance, domestic and foreign research status, structure and research methods. The second chapter focuses on a series of theories, including the concept of credit card and the concept, goal, process and principle of credit card management. The third chapter introduces the HB branch of J Bank’s credit card risk management present situation, the basic information including the bank credit card business and the bank risk management organization system, operation process, technology and personnel quality. The fourth chapter analyzes the problems and causes of credit card risk management.The operation of credit card review period is lack of standard, blindly expand the number of customers; The risk quota management mechanism of the account management period lacks the anti-fraud early warning and monitoring mechanism; After the loan management period, there are difficulties in the collection of bad debts and the low efficiency of the cost. The reason lies in the lack of comprehensive credit card risk management concept, incomplete risk management organization system, advanced risk management technology, lagging external environment construction, etc.The fifth chapter puts forward the suggestions to improve the credit card risk management of HB branch of J bank, so as to strengthen the quality and organization construction of credit card management personnel, and straighten out the credit card risk management organization system;V In advance, credit card applicants in some high-risk industries should be strengthen the audit,we should build up the bad credit customer information bank, and improve the examination and approval procedures; In the event, we should improve the risk dynamic monitoring, do a good job of checking the risk of abnormal credit card transactions, and strictly check the credit line; After the loan, we should establish effective performance appraisal mechanism and adjust the collection strategy. In addition, it is necessary to innovate the technology of credit card risk management to perfect the national personal credit system and relevant laws and regulations.
