DZ 创业孵化职教园具有公益性与收益性并存的特点，但项目的自身经济利益不 足，使项目的融资面临巨大障碍。DZ 创业孵化职教园借助 PPP 融资方式，通过政府 政策的相关支持，提升项目收益、促进项目发展，并通过 PPP 融资方式控制项目建 设期风险，保护多方投资利益。在 DZ 创业孵化职教园项目中，政府是帮助项目发展 的角色，为项目提供的是政策的倾斜与支持，通过 PPP 融资方式，帮助 DZ 创业孵化 职教园的前期建设发展，也调节了资金配置，为项目资金需求提供了充足保障。本文 通过对 DZ 创业孵化职教园区项目提供的公共产品和服务，以及项目本身特点，建立 相应评估体系，确定了 PPP 模式的可行性。项目采用 BOO 模式，建立了“利益共享、 风险共担、全程合作”的共同体关系，既能充分利用社会资金，吸纳社会资本在融资、 管理等方面积极有效的成分，改善创新创业孵化及基础教育的供给效率和质量，又能 减轻政府在教育领域供给方面的财政负担。 本文借助 PPP 项目风险评价的相关技术，结合层次分析与模糊评价，运用规范 研究与案例分析的方法，对 DZ 创业孵化职教园进行了详细的评价与讨论，结合 DZ 创业孵化职教园的实际案例，讨论 PPP 模式在 DZ 创业孵化职教园项目中应用现状， 并分析存在的问题，进一步进行 DZ 创业孵化职教园 PPP 项目风险评价，最后从建立 PPP 项目风险数据库、立项风险防范、完工风险防范与监督风险防范的角度提出 DZ 创业孵化职教园风险防范对策建议。 关键词：创业孵化园；基础设施建设；PPP 模式；风险评价I ABSTRACT DZ business incubation vocational education park has the characteristics of co-existence of public welfare and profitability, but the insufficient economic interests of the project make the financing of the project face huge obstacles. DZ business incubation vocational education park, with the help of PPP project financing and relevant support from government policies, strives to improve the benefits and development of the project, control the risk of project construction through PPP financing, and protect the interests of multi-investment. In the project of DZ business incubation vocational education park, the government plays a role in helping the development of the project, providing policy inclination and assistance for the project. Through the financing method of PPP project, it helps the development of DZ business incubation vocational education park in the early stage of construction, regulates the allocation of funds and promotes the sufficient source of funds for the project. This paper establishes the corresponding evaluation system through the public products and services provided by the project of DZ business incubation vocational education park and the characteristics of the project, and determines the feasibility of PPP mode. Project the BOO pattern, can establish benefit-sharing, risk-sharing and full cooperation of the community relations, can not only make full use of social capital, absorb the social capital in such aspects as finance, management, effective ingredients, improve the innovative start-up incubator and the supply of basic education efficiency and quality, and to reduce the government's financial burden in the field of education supply.
