I 摘要 “现代服务业”的提法最早在 1997 年 9 月党的十五大报告中,2000 年中央 经济工作会议提出,“既要改造和提高传统服务业,又要发展旅游、信息、会计、 咨询、法律服务等新兴服务业”。截止 2014 年,在上海市中心城区,以商务咨询 为主的服务业增加值占比达到了 80.2%,进一步推动了特大城市形成以服务经济为 主的产业结构。 上海市闸北区作为上海 9 个中心城区之一,十二五期间规划制定了“南高中 繁北产业”的产业发展战略,在上海内环以内区域,大力发展和引进现代商务咨 询服务业,积极促进区域经济质的提升。 本文以在上海市中心区域打造商务咨询服务集团平台为研究对象,结合商务 咨询服务业的行业特征,对该项目的可行性问题进行分析。报告首先简要阐述了 选题背景、研究目的及研究内容等问题;接着介绍了报告中采用的项目管理及项 目可行性研究的相关理论;然后对在闸北区打造商务咨询服务集团项目进行了概 述,并对该项目的市场需求和投资环境进行了分析。随后从集团成员组织架构、 项目的经济可行性等方面,通过运用项目管理的相关知识、理论和方法对该项目 的可行性进行了较详细的研究和分析,并对该项目所面临的风险进行了评估和综 合分析,得出该项目具有现实可行性。 本文结合作者多年从事招商工作的经验,立足于适应国家优化产业结构,调 整经济发展模式的大政方针政策,结合创始人团队及自身专业优势与多年行业经 验,大胆创新,勇于尝试,提出的探索新型服务业态的基于现代商务服务的产业 链打造的宏伟计划。从实践出发,论证在闸北打造商务咨询服务集团的可行性。 对今后此类投资项目均具有实践意义和参考价值。 关键词,项目管理,可行性分析,SWOT 分析,波特五力模型ABSTRACT II ABSTRACT The terms of modern service industry is first mentioned in the report to the Fifteenth National Congress of the Communist Party of China (CPC) on September 1997. The decision of the central economic conference, held from 2000 by the CPC Central Committee, set the major tasks in reforming and promoting modern service industry, also stressing on expansion of emerging service industries such as tourism, information, accounting, consulting, legal service etc. Up to the end of 2014, the service industrial added value has reached 80.2% in downtown Shanghai, which further promoted the service economy as the core of the industrial structure in this mega city. Zhabei District,as one of the 9 central Districts of Shanghai, set the outline of the industries development program in 12th Five-Year Plan as vigorously develop modern business consulting services in the inner ring area in order to promote development of regional economies. In this paper, to build business consulting services group platform in the central area of Shanghai as the research object, combined with the characteristic of business consulting services industry, analyze the feasibility of the project problems. Firstly, the paper briefly elaborated the research background, research purpose and the research content. Furthermore, the thesis analyzes the market demand and investment environment of the project based on the relevant theories of project management and project feasibility study. Finally, through systematic various analyses of the project, such as the organizational structure, economical feasibility and risk assessment, on these theories and methodology of project management, this paper suggested the practical feasibility of the project. With practical experiences and basis on the government policies about optimization of industry structure and the economic development pattern, this paper propose to explore the new service mode and ambitious plans which based on modern business service industry chain.
