国内煤炭业在结束十年黄金发展期后,迎来持续走低态势。行业内过剩 的产能、急剧下滑的煤炭价格,都给传统煤炭企业的发展造成严重阻碍,四川省 煤炭产业集团公司(以下简称“川煤集团”)面临多元化转型发展。结合国家产业 政策和社会经济发展需求以及川煤集团实际情况,川煤集团提出了发展物流产业 的战略。物流产业不仅是煤炭业务的延伸,也是川煤集团走出“煤炭”,实现多元 化发展的一大途径。 基于以上的研究背景和意义,本文运用现场考察法与座谈法、SWOT 分析法等 研究方法,对川煤集团发展现状及存在问题进行了深入剖析,并结合川煤集团自 身优势及国家产业政策,分析了川煤集团发展物流产业的可行性和必要性。接着, 对川煤集团发展物流产业提出具体战略部署及方案。最后,本文再次强调川煤集 团应该抓住这个机会,从传统煤炭物流向现代物流产业发展,从储配煤基地发展 到物流基地,从单一煤炭储运发展到经营多种物资。真正通过这次发展现代物流 产业,让川煤集团开辟出另一条多元化经营之路。同时,本文提出国有煤炭企业 在多元化经营之初,新的业务项目应当按照现代企业模式以及市场发展规律进行 顶层设计,坚定不移的坚持“国有市营”理念,让企业真正回归市场。 关键词:现代物流 煤炭物流 多元化发展III Study on Development Strategy of Logistics Industry in Sichuan Coal Group Abstract:After the end of the ten-year golden period, the domestic coal industry ushered in a continuous downturn. The excess capacity in the industry and the sharp decline in coal prices have seriously hindered the development of traditional coal enterprises. Sichuan Coal Industry Group Corporation (hereinafter referred to as Sichuan Coal Group) is facing diversified transformation and developmentbined with the actual situation and national industrial policy,social and economic development needs, Sichuan Coal Group proposed the strategy of developing the logistics industry. Logistics industry is not only an extension of coal business, but also a major way for Sichuan Coal Group to step out of the coal and realize the diversified development. Based on the above research background and significance, this paper uses on-site investigation and discussion, SWOT analysis and other research methods to deeply analyze the development status and existing problems of Sichuan Coal Group. Combining with the advantages of Sichuan Coal Group and national policies, this paper analyses the feasibility and necessity of developing logistics industry of Sichuan Coal Group. Then, it puts forward specific strategic deployment and plan for the development of logistics industry in Sichuan Coal Group. Finally, this paper emphasizes once again that Sichuan Coal Group should seize this opportunity, from the development of coal logistics to modern logistics industry, from coal storage and distribution base to logistics base, from the management of coal to the management of a variety of materials. Through the development of logistics industry, Sichuan Coal Group will open up another diversified development road. At the beginning of diversification of state-owned coal enterprises, new business projects should be designed at the top level according to the modern enterprise model and the law of market development, and firmly adhered to the concept of state-owned market, so that enterprises can truly return to the market.
