项目管理的理论和方法已成功地应用于建设项目中，项目范围管理是项目管 理的核心和基础，是其他所有项目管理活动的平台。项目范围管理在项目管理的 研究中由于管理工具和方法有限而被较少涉及；从项目可行性研究角度出发进行 范围管理研究则更少。A 公司选厂三期工程暨二次资源综合开发利用工程，设计 规模大，建设投资高。其可行性研究涉及多系统的交互、多专业的集成。本文将 基于项目管理知识对该公司三期工程可行性研究项目的范围管理进行研究。 笔者从 A 公司三期工程可行性研究的流程、管理的现状以及出现的问题出发， 利用项目范围管理理论知识体系，对项目的规划、项目需求、范围定义、工作分 解结构、范围的核实和控制加以分析；研究出该公司三期工程可行性研究项目的 范围管理方案和具体实施策略，总结出适合可行性研究项目的范围管理模式。 本文首先理清该公司三期工程可行性研究作为独立项目的项目需求，再根据 需求确定该项目范围的定义、范围的控制和管理，最后针对项目在实施过程中的 需求变化，讨论研究项目的配置和变更管理。 需求管理管理方面，从项目实际出发，分析了项目需求的特点。结合二次资 源综合开发利用工程可行性研究的实际情况讨论了需求管理的流程，设计了适合 项目情况的需求规格说明书提纲。 范围管理方面，分析了项目在前期管理和项目执行过程中存在的问题，应用 价值管理理论和范围管理理论对项目前期、范围定义和范围控制等管理阶段进行 分析，提出必须实施全程控制的流程，研究了具体实施的策略和流程。 配置管理和变更管理方面，首次在可行性研究项目中引入配置管理的方法。 从配置管理流程、变更分级及变更控制等方面进行了分析，研究设计出变更管理 的流程以及变更管理的相关图表。 有效确定可行性研究项目范围，会使可行性研究更加的周密，成本和效益的 估算更加准确。本报告研究成果对资源再利用建设工程可行性研究项目范围管理 具有一定的参考意义。 关键词，项目管理 可行性 范围管理II ABSTRACT Project management theory and method has been successfully applied to construction projects, project management, project scope management is the core and foundation of all other project management activities platform. Project scope management in project management research is limited because of management tools and methods have been less involved; from the perspective of project feasibility study and even less to the scope of management studies.
