现如今，在日异月新的新新时代中，新型病毒、自然灾害重特大突发性公共事件的 出现严重地威胁着人类的生命和财产安全，教训深刻。未来几年，是我国全面建设小康 型社会的重要发展的时期，也是陕西省粮食行业遵循“十二五”规划加快现代化发展步 伐，实现行业跨越式发展的时期。西安爱菊粮油工业集团建设的西安粮食应急物流基地 项目，是以粮油加工为主业，以粮油贸易和现代物流配送为两翼。 西安粮食应急物流基地项目将以国家、省、市粮食储备为支撑，以国有参股和多元 化投资为主体，以搭建现代化粮食物流平台，构建我市粮食安全应急保障体系为立足点， 着眼于将基地建设成为西安市粮食应急加工中心、西安市政府粮食应急调控中心，从而 实现应急保障和做大做强的双重目标。 作为未来保障西安市粮食安全的大平台，西安粮食应急物流基地项目是应急情况下 的主力军，市场经济条件下的领头羊。基地以成为西安粮食应急调控中心为出发点，立 足陕西、辐射西部、面向全国，将成为国家主要粮食调控中心。 “民以食为天”，每当突发事件爆发时，粮食的重要性对于灾区人民生命和健康不言 自明。本文分析了应急物流的结构功能、应急预案、应急保障机制，进一步研究了粮食 应急物流的特征、系统结构、工程工艺、工作流程等相关问题。 本文的主要研究成果和创新有：结合实际情况对西安粮食应急物流基地项目进行了 必要性分析，并分析了项目建成后的组织结构和各个部门的职责。以“时间效益最大化， 灾害损失最小化”为应急物流总体目标，对西安粮食应急物流基地建筑与工艺相辅相成 的方法进行优化研究，最后分析了西安粮食应急物流基地可能遇到的制约因素，并提出 了相应的措施。 关键词：应急物流；技术方案；应急管理；效益分析；II Abstract In the next few years, it is an important development period of our country's all-round construction of well off society , and the period of our province’s grain industry to follow the twelfth five-year plan to speed up the pace of modern development, and to achieve the great leap forward development of the industry.
