科技园区开发是产业园区开发的重要组成部分。进入 21 世纪,随着我国加 入 WTO,国际化程度越来越高,产业提升、技术创新及生产型企业总部基地的 发展,科技园开发在工业园区开发中的作用日益显现,其对产业的带动效应和 对上下游产业链的整合作用举足轻重。然后科技园开发也必须遵循区域产业发 展和地域选址的要求,因此,加强科技园建设前的可行性研究也成为了项目开 发成败的重要因素。 本文分析了我国科技园发展的趋势及目前现状,对科技园项目的产品类型 及特点有比较完整的认识。在此背景下,引入 SWOT 理论和 STP 战略理论,并以 此理论为基础,使用数据模型和不确定因素分析等方法,对在上海枫泾选址并 进行科技园开发建设进行可行性研究,通过系统性的研究对项目的可行性得出 结论。因此,本文围绕科技园的定义、研究目的、开发策略概念界定、产业研 究、区域条件研究、条件假设、数据模型分析、融资方式、风险管理的具体实 施方式展开系统阐述。在具体研究路径方面从对金山区及枫泾镇产业发展的总 体环境、现有周边产业园区的发展状况分析入手,对所收集的信息进行个案研 究及经验总结,使科技园在商务区范围完成选址,确定产业发展方向及发展路 径,确定科技园区的项目定位,并通过财务模型方法进行收益测算和风险分析, 确定科技园区开发可行性。 最后针对项目开发资金来源的问题,从股权结构入手,对融资的模式进行 分析,多渠道设计融资方面,使得整个开发方案具有实际操作性。 关键词:科技园开发; 产业研究; 投融资MBA 学位报告 作者:顾斌斌 上海枫泾国际商务区科技园项目可行性研究 II Abstract The development of Science and Technology Park is an important part of the Industrial Park expansion. Since the 21st century, along with China's entry into the WTO, increasing degree of internationalization, industrial upgrading, the development of technological innovation and production-oriented enterprise headquarters base; The Science and Technology Park development plays an increasingly essential role in the Industrial Park development, especially its driving effect of the industry and the integration of upstream and downstream industry chain. Also, the development of Science and Technology Parks should follow the growth of regional industry and geographical location requirements. Consequently, strengthening the feasibility study before the construction of the Science and Technology Park becomes a significant factor for the success of project development. This paper analyzes China's Science and Technology Park development trend and its current situation; it also has a relatively comprehensive understanding on the product types and characteristics of Science and Technology Park project. In this context, on the basis of SWOT analysis and STP theory, using data models, uncertain factor analysis and other methods to carry out the feasibility study on the site selection of Shanghai Fengjing and the Science and Technology Park development and construction. Then, concluding the feasibility of the project through the systematic research. Thus, this paper systematically describes the definition of the Science and Technology Park, research purpose, definition of development strategy concept, analysis of industry research, regional research conditions, assumptions, data models, financing methods, and the concrete implementation means of risk management. For the specific research, beginning from the analysis of overall environment of the Jinshan District and the town of Fengjing industrial development, also the development situation of existing adjacent industrial park; And then, learning the collected case studies and summarizing the experiences, the location of Science and Technology Park in the business district could be selected, the industry development direction and path could be determined, as well as the Science and Technology Park project positioning. After that, the development feasibility of Science and Technology Park could be determined by income calculation and risk analysis via the approaches of financial model.
