为解决原有集体、私营煤矿资源破坏严重、矿难事故不断等众多问题,山 西省煤炭资源整合战略向纵深推行,旨在提升资源整体开发水平、煤炭企业产 业集中度和安全防范能力,推动煤炭产业长期稳定高速发展。从 JM 集团此项 工作实际进展分析,煤炭资源整合将逐步显示出其作用。但由于煤炭企业,尤 其是地方集体煤矿企业、非国有煤矿企业生产技术资料、水文地质资料长期欠 账,煤矿专业管理人员、技术人员短缺,与煤矿发展相适应的企业管理理论及 企业文化匮乏,加上煤炭资源整合的特殊性,资源整合主体企业贸然进行兼并 重组,必然会有很大风险。资源整合煤矿项目可行性研究这一课题就成为是煤 炭资源整合的十分重要和必不可少的环节。 本文将从直接参与煤炭资源整合煤矿兼并重组工作的一线工作者的视角, 以山西 J 城地区 JM 集团资源整合矿井 G 项目为例,运用矿井开发项目的可行 性研究理论,重点结合山西 JM 集团资源整合矿井 G 项目在本次煤炭资源整合 中的实践。在收集掌握现有地质水文生产技术资料、矿井各生产系统辅助系统 科学建模、反复测算的基础上进行项目分析、投资估算、经济评价。 通过对资源整合矿井项目可行性分析与研究,为项目的投资决策和项目策 划提供依据,对项目的具体实施提供相应指导。 关键词,资源整合 矿井项目 可行性研究ABSTRACT To solve the original collective, private coal resources severely damaged, mine accidents have so many problems, the integration of coal resources in Shanxi Province to implement the strategic depth to the overall development of resources to enhance the level of industry concentration and the coal business security capabilities, to promote the coal industry rapid development of long-term stability. From JM Group analysis of the actual progress of this work, integration of coal resources will gradually show its effect.
