II 报告题目:下寺湾采油厂集油站建设项目技术经济可行性研究 专 业:项目管理 硕 士 生:杜恒博(签名) 导 师:王海涛(签名) 张云鹏(签名) 摘要 随着我国经济的快速发展,国家和企业对建设项目管理愈加重视和规范。我国从 1982 年开始将可行性研究列为基本建设中的一项重要程序,国有企业为了保证投资取得 实效也将可行性研究作为建设项目的必备前提。 本文属于应用研究,主要是对技术经济可行性研究理论方法进行了实践运用,在充 分调查的前提下,从技术分析、财务分析入手,对下寺湾采油厂集油站建设项目的必要 性和技术经济可行性进行了较为系统地评价。 下寺湾采油厂现有的两座集油站,其中一座存在严重安全环保隐患,需要改扩建或 另外择址建设新站。本文采用决定型、经济型、比较型、可行性等理论方法,论证了择 址新建集油站项目的必要性,对项目选址、工艺流程、土建等技术指标判断进行了系统 评价,对项目投资费用、全寿命期费用现值、投资回收期等财务指标进行了计算。通过 对比择优,该项目选址在管输公司下寺湾插输站东侧,与之共用部分设施,与本文探讨 的其它方案及石油行业常规标准对比都具有一定优势,最终得出了项目技术经济可行的 结论。 关键词:集油站;建设项目;技术经济;可行性研究英文摘要 III Subject : The Technical and Economic Feasibility Study of Xiasiwan Oil Production Gathering Station Construction Project Speciality: Project Management Name : Du Hengbo (signature) Instructor:Wang Haitao (signature) Zhang Yunpeng (signature) Abstract As Chinese economic development, our country and enterprises attention and standardize the construction project management increasingly. The feasibility study as the basic construction was figure into an important program in our country since 1982, state-owned enterprises in order to ensure that investment in actual effect also been the necessary premise of feasibility study for construction projects. This paper belongs to application research, mainly on the technical and economic feasibility study theory practice, on the premise of full investigation, from a technical analysis and financial analysis, evaluated systematically necessity and technical and economic feasibility of Xiasiwan oil production gathering station construction project. Xiasiwan oil production existing two gathering station, one of there are serious security hidden danger on safety environmental protection, need reconstruction or choose other site to construct new stations. This paper use the decision theory, economy, comparison and feasibility theoretical methods such as, demonstrated the necessity of a new gathering station, evaluated systematically the project’s site selection, technological process, civil and other technical indicators, calculated project investment cost, whole life period cost present value, the payback period of investment and other financial indicators. By comparing the merit, the project location in pipeline company Xiasiwan transfer station standing on the east side, and share part of facilities, compared with the proposed other scheme and conventional standards of the oil industry have certain advantages, in the end indicates that the conclusion of the project technical and economic is feasible.
