进入新世纪，随着中国经济持续发展，与世界各国贸易程度的进一步深化， 中央一直鼓励中国企业采取增加对外投资力度的方式，积极引导企业开展对外投 资，实施跨国的发展战略，有效规避中 国企业在实际运营中的风险。在此基础上， 加强投资环境研究，强化对投资项目评估的科学性的重要性也就逐步显现出来 了。在对外投资过程中，企业极其注重的一点就是要与国外合作方深化资源开发 和加工的合作，以产 业升级和技术进步为侧重点，将新兴科技产业领域作为主要 的投资领域，力争实现与投资目的国互利共赢的良好局面。 本文选择在国内有较大规模的轮胎制造企业作为研究样本，希望通过分析我 国橡胶轮胎类加工企业在境 外投资的可行性，尤其是在与中国存在地理便利和文 化相似的东盟国家投资的优劣势分析对比，也希望对其他行业企业在开展对外直 接投资项目评估时能起到一定的借鉴作用。本文的撰写，通过定性与定量分析相 结合的方 式，在对比了大量经营性数据的基础上分析论证得出研究结论，认为该 项目是一个理想的投资目的地，项目在基础设施、外资优惠政策、产业链配套、 人力资源成本等多方面都具有较其他东盟国家更大的优势，是我国轮胎 生产企业 投资设立生产工厂的合适选择。 投资目的国与中国相距遥远，存在着相当的文化差异，中国企业在投资的初 期由于这样或那样的原因可能会面临一定的社会和政治风险，也注定面临着相当 多的不可预知的困难。 但是，企业可以通过对外直接投资，把“鸡蛋”分装在不 同的篮子里，节约初期投入成本，而且规模以上的大型企业可以直接选择合适的 城市或者工业园区进行投资。总之，本投资项目是具有可操作性和实际迫切性。 具备 全球化眼光的中国轮胎企业，就应该响应中央“走出去”发展的号召，积极 在类似的天然橡胶产地投资建厂，以便有效节约原材料进口成本以及人力资源成 本，并利用原产地认定规则绕开西方国家针对中国的贸易壁垒。 关 键词，对外投资、轮胎、可行性、分析浙江工业大学硕士研究生学位报告 中策橡胶集团有限公司海外投资项目可行性研究 III Abstract In the new century, as China's sustained economic development, with the rest of the world trade degree of further deepening, the Chinese government has encouraging Chinese companies to increase foreign investment, actively guide the enterprise to carry out foreign investment, transnational development strategy, effectively circumvent the risk in the actual operation. Based on this research, it is important to strengthen the investment environment, and also the evaluation of investment projects. The enterprises should pay more attention on deepen the resource and processing cooperation with foreign partners, also focus on the emerging technology industry as the main investment areas, and industrial upgrading and technological progress as the emphasis, in order to achieve mutual benefit and win-win progress and investment purposes. This article choose a large-scale Chinese tire manufacturing enterprise as the research sample, to analysis the feasibility in overseas investment by advantages and disadvantages, especially in ASEAN which is similar to China on convenience and cultural, to play a certain reference role in other industry when it carry out foreign direct investment project. The writing of this article, through qualitative and quantitative analysis, in contrast to a large amount of operational data on the basis of the analysis to the research conclusion, give a result that the investment is a good deal, projects has greater advantages such as infrastructure, foreign investment preferential policy, supply chain, human resources cost than any other ASEAN countries, it is the right choice for Chinese tire enterprise to build a new production plants. Invested countries are far away from China, there is a considerable cultural differences between both countries, the Chinese enterprises could face a certain social and political risk, also destined to faced with quite a number of unpredictable difficults in the early stages. However, the enterprise can through foreign direct investment to put the egg in different basket, saving the cost in the early stages, and large enterprise can directly choose the right city or industrial park to invest which is scaled. In a word, this investment project is operable and practical urgency.
