随着社会经济的快速发展，我国城镇化的步伐不断加速，城市规模越来越大， 城市道路网也日趋完善。城市道路的修建一方面极大地促进了当地经济的发展， 为民众生活提供了很大便利，另一方面我国城市道路修建的速度依旧落后于城市 扩张特别是民用汽车增长的速度。因此，必须继续加大对城市道路建设的投入并 科学合理地规划城市道路布局。由于公路建设是一项投资较大、工期较长、影响 较大的项目，因此在公路项目建设前必须对其进行可行性分析。公路建设项目可 行性分析是公路建设项目前期工作的重要组成部分，是建设项目立项和决策的依 据。 本报告以岳阳市 B 路段的城市道路建设项目为研究对象，对其进行项目 建设的可行性分析。第一，综述国内外可行性研究的成果，介绍报告的研究思路； 第二，简单介绍项目及项目基本情况，包括项目概况、必要性、开发与实施；第 三，分析了项目建设所面临的土地政策、拆迁政策、土地供需及土地市场价格等 外部环境；第四，对本项目的投资情况与项目的财务情况进行分析，以明确项目 的成本、收益与盈利情况；第五，对项目在实施过程中可能会遇到的风险进行预 测，并提供相应的风险对策。总之，本报告旨在通过对道路建设项目进行投资方 案规划、工程技术论证、经济效益的分析和预测进行分析，提出切实可行的方案 和决策，以避免或减少项目投资决策的盲目性，提高道路建设投资的经济综合效 益。 关键词，道路建设；可行性分析；财务分析II Abstract With the rapid development of social economy and urbanization, City scale is getting more and more bigger and the urban road network is also improved. On the one hand, the construction of urban roads contributes significantly to the development of the local economy and provides great convenience to people's lives. On the other hand, China's urban road construction speed still lags behind the urban sprawl, especially the growth of civilian vehicle. Therefore, we must continue to invest on the urban road construction and plan the urban road layout scientifically. Road construction needs large investment and long construction period, Therefore, we must conduct a feasibility analysis before for road construction, which is an important part of the preparatory work and the main basis of construction project approval and decision. Taking the construction of road B in Yue Yang as research object, this paper try to conduct a feasibility analysis of this project. Firstly, we review the results of the feasibility study at home and abroad and introduces the paper's research ideas. Secondly, we introduce the basic situation necessity and the implementation developer of project briefly. Thirdly, we analyze the external environment especially the land market environment. Fourthly, in order to clear the project's cost, we analyze the financial and investment situation of the project. Finally, we predict the risk of the project which may be encountered in the implementation process, and we provide some reasonable risk countermeasures. In short, by planning the investment program, studying the engineering and technical feasibility, analyzing the economic benefit and risk, we propose practical plan and decision to avoid or reduce the blindness of project investment and improve the comprehensive benefits of road construction.
