随着我国农药原料药以及制剂生产规模的不断壮大，中国已经成为世界第一农药生 产国以及出口国。但我国行业快速发展的同时，存在的问题也日益突显，主要包括产能 以及落后产能过剩、产品同质化竞争激烈、高端产品依赖进口、环境污染严重等问题。 从源头上控制这些问题的出现，就必须在项目建设之前作项目的可行性分析，对项目的 市场和环境等因素进行全面的评价。 2016 年 7 月 1 日，在国内市场上占比第二的灭生性除草剂百草枯水剂在中国退出 市场，而草铵膦因其除草效果和对环境较为友好而被业界认为最有可能替代百草枯市场 的产品。 基于此，本文以 R 公司草铵膦生产线项目的可行性分析为研究对象，运用项目管理 中有关项目可行性研究的理论和方法，从草铵膦的全球市场、生产技术、R 公司的财务 状况以及项目建设的不确定风险等对 R 公司建立草铵膦生产线进行全面的可行性分析， 并为项目的决策提供理论依据。 本文首先阐述和分析该项目的研究的背景和意义，以及国内外的研究现状，提出该 的撰写框架；然后结合 R 公司的实际情况从产品需求预测、工艺技术方案以及生产 规模、生产安全以及环保问题、资估算以及财务评价、目风险分析及风险控制等方面作 全面的可行性分析；最后得出该项目的可行性研究结论。 关键词，项目管理；草铵膦；可行性分析；市场需求II ABSTRACT China has become the world's no. 1 pesticide producer and exporter, with the growing size of pesticide technical and formulations products. Though agricultural chemical industry development develop rapidly in China, some problems about this industry become serious. For example, excess capacity, outdated capacity, similar products intensely competition, high-end products relying on imports, serious environmental pollution and other issues. To control the emergence of these problems in the future, the feasibility analysis of the project must be done before the project construction. The market and environment of the project should be comprehensively evaluated. Paraquat liquid formulation which is the second market share of sterilant herbicide in China, had been forbidden on July 1 2016. Glufosinate-ammonium has been regarded as the most likely paraquat in the market for its good effect on weeding and friendly to the environment. Based on above reasons, this paper aims at feasibility study of the Glufosinate-ammonium productionlineforR company.Throughusingthetheoryandmethodofproject feasibilitystudy, from global market, production technology, financial situation and the uncertain risk of this project, analysis the feasibility for R company. Besides, this study provide theoretical basis for the decision of project. Firstly, the paper expounds the background and significance of the research for this project, as well as the research status at home and abroad, and then puts forward the writing framework of this paper.
