I 摘要 随着经济发展和人民生活水平提高,旅游需求的增加带动了旅游产业繁荣发 展,这有利于带动旅游相关产业链条纵深发展,在增加就业机会、促进区域协调 平衡发展和传播区域文化等方面发挥积极作用。为提高旅游景区综合环境治理水 平、有效提升游客体验和服务质量,旅游景区的基础配套设施建设也愈发受到重 视。然而,由于旅游景区基础配套设施建设项目具有耗费成本较高、经济效益间 接性、投资回收期较长等特征,使得相关项目投资决策风险较大,需要在项目前 期从区位、市场、经济技术、社会效益等维度开展全面的可行性分析。 本文择取仙林谷乡体验区基础配套设施项目为案例开展可行性分析,首先, 阐述项目研究内容和方法,明确景区基础配套设施项目可行性分析的特殊性,即 应把握好主题、设计和区位三大要素,注重项目环境效益分析,为项目可行性分 析提供有效指导;其次,从项目开发必要性、建设内容、区位条件、承建单位、 建设方案和进度计划等维度介绍项目概况,为项目可行性分析提供基础依据和必 要信息;最后,从市场环境 SWOT 分析、经济社会效益分析、环保及节能分析以 及项目风险四大维度,系统论证仙林谷乡体验区基础配套设施项目可行性。 仙林谷乡体验区基础配套设施项目作为四川地震灾后重点建设项目,市场定 位较为科学,且具有较高的社会、经济和环境效益,对于加快彭州龙门山景区的 基础设施建设和带动旅游相关产业发展,增加区域就业机会和居民收入,推进彭 州市城乡一体化进程和城市价值具有积极作用。 关键词,旅游景区,基础配套设施,项目,可行性分析ABSTRACT II ABSTRACT With economic development and improving of people's living standards, the increasing tourism demand led to the flourish of tourism industry, this is good for driving the related tourism industry chain in depth development, and it also plays an active role in increasing employment opportunities, promote regional coordination and balance development, and regional cultural dissemination. To improve the comprehensive environmental governance of tourist attractions comprehensive environmental governance level and effectively enhance visitors' experience and service quality, the construction of foundation facilities in the tourist attractions are Increasingly attention. However, tourist attractions foundation facilities construction projects have the following characteristics: higher costly, indirect economic benefits, the payback period is longer, so the related projects have greater investment risks, and need a comprehensive feasibility analysis of location, market, economic technology and social benefits in the beginning of project. This paper chooses the xian-lin valley village experience district’s foundation facilities project as a case to carry out feasibility analysis. Firstly, stating project research contents and methods, clarifying the particularity of basic facilities project feasibility analysis of the scenic spot, that is, hold the three elements of theme, design and location, as well as pay attention to the project environment benefit analysis, in order to provide effective guidance for the project feasibility analysis. Secondly, introduce project overview from the aspects of project development necessity, construction content, geographical conditions, the construction unit, construction plan and schedule, in order to offer basis and necessary information for project feasibility analysis. Finally, demonstrating the feasibility of xian-lin valley village experience district’s foundation facilities project from four dimensions, namely market environment of SWOT analysis, the economic and social benefits, environmental protection and energy saving analysis as well as project risk. Xian-lin valley village experience district foundation facilities project plays as a key construction projects after the Sichuan earthquake, its market localization is scientific, and it has relative high social, economic and environmental benefits. These would play a positive role in accelerating the construction of infrastructure of Long-menABSTRACT III mountain zone, driving the development of tourism industry, increasing the regional employment opportunities and incomes, promoting the integration of urban and rural areas of Peng-zhou as well.
