摘要
内蒙古地区输气管道建设和天然气利用不均衡，中西部地区已建成天然气管
道长度约1500多公里，而中东部地区的乌兰察布市基本上属于管道空白区，通过
车辆运输供应天然气，不能满足增长的用气需求。铺设呼和浩特—兴和输气管道，
实现管道直接向乌兰察布地区供气，辐射周边城市市场，对西部天然气公司未来
的发展影响深远，对内蒙古自治区的发展意义重大
西部天然气公司2012年，委托中石化江汉设计院进行项目可行性研究并编制
了报告，之后，该项目取得发改委立项文件。批复文件取得后项目未实施前，公
司决定在卓资县旗下营工业园区投资建设1座4×50万立方米/日LNG工厂，工厂
气源来自呼和浩特—兴和输气管道。旗下营地区建设液化天然气工厂，乌兰察布、
大同、张家口三座城市联手开展区域合作，以及2022年冬奥会由北京（联合张家
口）举办等因素，导致本项目沿线及周边地区的市场用气需求出现了重大变更
市场的变更会带来项目技术方案的变更和财务评价结果的变化
本文以呼和浩特—兴和天然气输气管道为研究对象，首先介绍原可行性研究
报告的市场部分、技术方案部分和财务评价部分，分析当前市场环境的变化，然
后分析项目建设变更的必要性，研究项目目标市场情况，预测未来的用气需求，
研究项目技术方案的变更，进行变更后的财务评价，最后是项目变更的保障措施
及评价

Abstract
The gas pipeline construction and natural gas utilization in Inner Mongolia area are
not balanced. The length of the natural gas pipeline has been built about more than 1500
km in the central and western regions, while the Wulanchabu city in the central and
eastern regions is basically a blank area of the pipeline. Laying Hohhot-Xinghe gas
pipeline to supply gas directly to Wulanchabu area, radiating the surrounding city
market, has a far-reaching impact on the future development of the western natural gas
company, and is of great significance to the development of the Inner Mongolia
Autonomous Region.
In 2012, the western natural gas company commissioned the project feasibility
study of the Sinopec Jianghan Design Institute and compiled a report. After that, the
project obtained the document of the development and Reform Commission. Before the
project is not implemented, the company decided to invest and build 4 * 500 thousand
cubic meters / day LNG plant in the Zhuozi County banner Industrial Park, which came
from the Hohhot-Xinghe gas pipeline. The construction of liquefied natural gas plant in
the lower part of the flag camp, three cities of Wulanchabu, Datong and Zhangjiakou
jointly carry out regional cooperation, and the 2022 Winter Olympic Games held by
Beijing (United Zhangjiakou), and other factors, leading to major changes in the
demand for market gas along and around the project. The change of market will bring
about the change of project technology plan and the change of financial evaluation
result.
Taking the Hohhot-Xinghe gas pipeline as the research object, this paper first
introduces the market part, the technical scheme part and the financial evaluation part of
the original feasibility study report, analyzes the changes in the current market
environment, then analyzes the necessity of the project construction change, studies the
market situation of the item target, predicts the future gas demand, and studies the
change of the project technical scheme, the financial evaluation after changing. The last
is the safeguard and evaluation of project change.
