摘要
在新一轮事业单位分类改革背景下，地方科研院所面临着发展路径选择方面的
难题，如何更好的实现地方科研院所从传统计划经济背景下的运作向市场化运作转
型、更好的服务于经济社会的发展，是每一个地方科研院所当前必须考虑的问题
本文试图结合武汉市工程科学技术研究院的实际情况，探讨其功能定位及总体战略
选择的问题，力图对武汉市工程科学技术研究院转型发展提供可行的战略建议
在论文中，首先对地方科研院所改制的大背景进行了分析，介绍了武汉市工程
科学技术研究院的基本情况，并对论文的研究思路进行了阐述，接下来对国内外相
关的研究现状进行了综述，并简要介绍了战略管理研究的相关方法。在背景分析的
基础上，论文使用PEST模型，分析了武汉市工程科学技术研究院面临的外部环境，
研究了目前的政治环境、经济环境、社会环境和技术环境对武汉市工程科学技术研
究院发展的影响，提出了武汉市工程科学技术研究院进行战略重新定位和功能优化
选择的必要性。然后论文采用SWOT模型，系统地分析了武汉市工程科学技术研究
院内部资源能力、目前存在与市场经济脱轨的劣势、外部面临的机遇和挑战，列出
了影响武汉市工程科学技术研究院总体功能定位的主要因素，并在组合分析的基础
上提出了武汉市工程科学技术研究院的SO、WO、ST、WT发展战略，最后对综合
得出的几种总体功能定位及战略方案进行对比分析，提出了可行性建议

Abstract
In the background of China’s new round of public institution reform, local scientific
research institutes are facing development path selection problem，How to transform from
the traditional planned-economy operated system to the market-oriented operated system,
and to better service the economic and social development, is a problem that local
Research Institutes at present must take into consideration. This paper attempts to combine
the actual situation of Wuhan Engineering Science and Technology Institute(“WESTI” for
short), to explore the functional orientation and the overall strategic choice of WESTI, and
trying to provide practical suggestions for the transformation and development of WESTI.
This paper firstly analyses the reform of local scientific research institutes, introduces
the basic situation of WESTI, the research ideas of the paper, then reviews the relevant
research status at home and abroad, briefly introduces the methods of strategic
management research. Based on the background analysis, this paper uses PEST model,
analyzes the WESTI’s current external environment such as the political environment,
economic environment, social environment and technical environment, and their affects to
the development of WESTI, put forward the necessity of strategic relocation and function
optimization of WESTI. Then the paper uses SWOT model, systematically analysis the
internal resources and capabilities, the existing weaknesses of derailing from market
economy and the external opportunities and challenges, then lists the main factors
affecting WESTI’s general function, and put forward the WESTI’s SO, WO, ST, WT and
other development strategy. Finally, the paper give a comprehensive and comparative
analysis of the WESTI’s general functions and strategies，and put forward feasibility
suggestions.
