摘要
农业是我国第一大产业，目前，国家已经明确提出，要加快推进农业农村
金融体制改革，进一步加大对农业农村建设的信贷资金投放力度。虽然有着政
策上的优势，但是从广大农业经营主体的角度来看，融资难问题依然困扰着企
业的经营与发展，甚至成为了一些农业企业在发展中最严重的短板
BF农业集团作为黑龙江省属的具有一定规模的综合性农业集团，虽然处于
企业的成熟期，但也面临着资金需求量大、融资难、管理差的问题。本文从BF
农业集团的实际融资状况出发，以时间为轴线，结合融资流程，具体分析BF
农业集团从融资前期准备，到融资操作管理，再到融资后期反馈三大融资阶段
存在的主要问题，以BF农业集团融资原则与目的的缺失作为问题切入点，逐
一分析该企业在融资渠道、实施操作、规划管理以及后续分析等主要方面存在
的不足，并剖析问题存在的根源，然后依据发现的问题，尝试提出相应的解决
对策，寻求达到拓宽融资渠道、提升融资操作效率、改善资金使用状况、提供
后续经验支持的目的，在提出对策的同时，进一步从人员使用安排、新制度建
立等方面阐述了落实对策所必须的各类保障措施，力求从根本上改善BF农业
集团的融资状况，提高资金运用价值
综上所述，本文力求在解决BF农业集团各类融资问题的过程中，建立一
套相对完善、有效、系统的融资管理机制，同时希望本文能够给予BF农业集
团一些借鉴参考，在融资工作中能够进一步解放思想，以广阔的视角拓宽融资
渠道，深化机制改革，转变工作方式，努力发挥融资对生产经营的推动作用，
实现集团快速发展

Abstract
Agriculture is the first industry in our country, at present, our country has
clearly put forward to accelerate the reform of the agricultural and rural financial
system, to further increase the credit funds into the construction of agricultural and
rural areas, however, although has the policy advantages, from the majority of
agricultural enterprises’ perspective, the difficulty of financing is still plagued the
management and development of agricultural enterprises, and even become the
largest short slab of development of some agricultural enterprises.
As a provincial comprehensive agricultural group with a certain scale, BF
agriculture group is facing the problems of large demand for capital, difficulty in
financing and poor management, even though it is in the mature period. According
to the time axis, combined with the financing process, this article research on the
basis of the actual financing situation of BF agricultural group, analysis the main
problems existing in the three phase of BF agricultural group which are financing
preparation phase, operation and management phase, and financing feedback phase,
by lacking of financing principle and purpose as the breakthrough point, analyzes
the problems in main aspects of the enterprise such as financing channels,
implementation and operation, planning management and follow-up analysis, and
analyzes the causes of problems, and then based on the problems found, try to put
forward the corresponding countermeasures, seeking to broaden the financing
channels, improve operational efficiency, improve the financing status, provide
follow-up experience support. At the same time, further from the studies on
personnel arrangements, establishment of the new system and some other aspects,
expound some kinds of safeguard measures for solutions, just in order to improve
the financing status of BF agricultural group and the efficiency of capital use.
To sum up, this paper seeks to establish a complete, effective and systematic
financing management mechanism in the process of solving all kinds of financing
problems of BF agricultural group. And also, I hope this paper can give some
reference to the BF agricultural group, so that further emancipate the mind in the
financing work and broaden the financing channels, deepen the system reform and。
