摘要
从古代的烽火台传信、飞鸽传书到近代的电话电报，再到如今的无线通信技术，
人类的“通信”技术变的越来越先进，通信业也发展的越来越壮大。移动通信方式
将人们从传统有线通信的束缚中解放出来。现代移动通信技术致力于使用任何方式、
在任何时间、在任何地点、以任何方式交换任何信息的能力。随着技术的创新及客
户的需求变化，电信服务提供商需要努力提髙自身的服务水平和网络质量。由此给
电信服务提供商带来了巨大挑战。同时，也给项目管理工作带来了很多的问题与挑
战。特别是项目沟通问题非常突出，经常由于项目沟通不到位造成项目进展缓慢等
问题。
因此，引入科学的项目沟通管理技术尤为重要，笔者通过学习科学的项目沟通
管理理论知识，并结合S市移动4G网络优化服务项目的实际情况，应用项目沟通
管理相关方法和工具（干系人识别、WBS工作分解）。对该项目存在的沟通管理问题
进行原因分析（主要问题原因为项目组织架构臃肿、项目干系人管理混乱、缺乏科
学的沟通管理规划、信息发布渠道不够完善、缺乏科学项目考核体系）并针对性提
出改进策略。
最后，将项目沟通管理的相关理论和方法应用到S市移动4G网络优化服务项
目，取得了较为明显的效果。说明通过学习科学的沟通管理知识并透彻分析通信行
业的特点，在通信网络优化项目中引入科学的管理理论，可以完善项目信息沟通及
提高工作的效率，避免因为项目沟通问题影响项目的顺利执行以及给公司造成不必
要的损失，确保按质按量的完成项目。且在为用户提供髙质量可靠的电信服务的前
提条件下实现节约项目成本的目标，最终提髙4G网络优化服务项目的工作效率及
项目质量。

Abstract
From　the　message　sending　by　smoke　towers　and　letter　delivery　by　flying　pigeons　in
ancient　time，　to　the　telephone　telegraph　in　modem　times，　and　then　to　nowadays　wireless
communication　technology，　Human　＂communication＂　technology　has　become
increasingly　advanced　and　communication　industry　has　also　obtained　better　development．
Mobile　communication　methods　have　liberated　human　beings　from　the　shackles　of
traditional　wired　communications．　Modem　mobile　communication　technologies　focus　on
the　ability　of　exchanging　any　information　by　any　means，　anytime，　anywhere，　in　any　way．
With　technological　innovation　and　changes　of　customer　requirements，　telecommunications
service　providers　should　try　best　to　improve　their　service　level　and　network　quality，　which
has　brought　about　great　challenges　to　telecommunications　service　providers，　meanwhile
brought　a　lot　of　problems　and　challenges　to　project　management　particularly　for　problems
such　as　the　prominent　project　communication　issue，　slow　project　progress　caused　by　poor
project　communication．
Thus，　it　is　critical　to　introduce　scientific　project　communication　management
technology．　Through　learning　scientific　project　communication　management　theory
knowledge，　combining　with　the　actual　situation　of　S　city　mobile　4G　network　optimization
service　project，　the　author　has　applied　relevant　project　communication　management
methods　and　tools　（stakeholder　identification，　WBS　work　decomposition）　to　analyze
reasons　for　the　existing　communication　management　problems　in　the　project　（mainly　due
to　the　redundant　project　organization　structure，　disorderly　project　stakeholder　management，
lack　of　scientific　communication　management　plans，　defective　information　release
channels，　and　lack　of　scientific　project　evaluation　system），　and　then　proposed　specific
improvement　strategies．
In　the　end，　the　author　has　applied　relevant　theories　and　methods　of　project
communication　management　to　S　City　mobile　4G　network　optimization　service　project，
and　achieved　relatively　significant　effect．　It　can　be　seen　that　through　learning　scientific
communication　management　knowledge，　thoroughly　analyzing　characteristics　of
communication　industry，　and　introduction　of　scientific　management　theories　into
communication　network　optimization　projects，　project　information　communication　and
work　efficiency　can　be　improved　to　prevent　the　project　implementation　from　being
influenced　by　project　communication　problems，　avoid　unnecessary　losses　to　the　company，
ensure　that　the　project　can　be　completed　with　quality　and　quantity　guaranteed，　achieve　the
goal　of　saving　project　costs　under　the　precondition　of　providing　high　quality　and　reliable
telecommunication　services，　and　finally　improve　the　work　efficiency　and　project　quality
of　4G　network　optimization　service　projects．
