摘要
中国是传统的煤炭大国,煤炭在能源消费结构中占据重要的位置。随着中国
“十三五”规划的提出,煤炭企业面临越来越多的政策调控,煤炭市场的竞争也
越来越激烈,企业亟需运用现代化的战略管理工具和商业管理理念来应对未来的
各种挑战
内蒙古欣能矿业有限公司在运营管理过程中,采取了外包生产的方式,原有
煤炭产业链的各个核心环节被不同的企业所分割,同类职能之间相互交叉重叠,
商业模式落后,人才日趋老龄化,市场风险应对能力不足。本论文针对欣能矿业
委托运营的管理特点,结合当前市场、政策环境以及互联网时代的商业模式,提
出了适合企业实际的发展战略
本文综合运用文献研究法、定性分析法和系统论的方法,对内蒙古欣能矿业
有限公司进行内外部环境分析的基础之上,对企业的发展战略定位以及配套的经
营、运营、职能、人才优化策略进行了重新设计,提出了应当在组织机构、薪酬
体系、精细化管理等方面开展企业内部的战略变革,保证实现企业客户优先和卓
越运营的目标
本文认为,在国家去产能、调结构、稳增长的政策背景下,欣能矿业发展战
略定位应为做优质煤炭供应商,实施市场导向和成本领先战略。在发展方向上应
当坚持市场导向,建立市场研究机构,针对不同行情采取不同的销售策略,拓展
客户范围,扩大业务规模;运营管理上应当积极开展精细化管理,在制度体系、
运行管理、财务内控等层面建立精细化考核指标;商业模式上应当持续优化委托
运营管理,通过外部协作平台化和内部协同扁平化变革,打造精简高效的组织体
系;人才战略上要实现知识、年龄的双向梯级搭配,确保企业的业务创新和管理
创新
论文在为欣能矿业提供战略参考的同时,对同类企业开展战略管理以及日常
经营有一定的参考价值

Abstract
China is one of the traditional superpowersin coal mining industry.Coal
consumption occupies important position in China's energy structure.As the
publishment of China's 13th Five-Year Plan, coal-mining players face more and more
regulation. Nowardays ,competition in coal market is fiercer than ever, market players
need to apply modern strategic management system and business management
methodology to meet the challenges of the future.
XN co., LTD outsources its production,which leads to the isolation of different
parts in original integrated coal value chain by different companies.Through the whole
process of mining,overlapping lots of similar department functions,old business models,
aging talents,weak market risk management abilities.Considering the practice of
XN ,combing current coal market pattern,policy environment and the new age of
Internet,this paper puts forward the development strategy.
On the basis of internal and external environments, using literature analysis and
case analysis, this paper redesigns new development strategy,and accordingly provides
technology strategy,operational strategy, functional strategy. This paper also puts
forward that the strategic change should be carried out in the organizational structure,
salary system, Fine Management, etc., so as to ensure the realization of the goal of
customer priority and operational excellence.
This paper believes that under the policy background of national capacity
optimization, economic structure adjustment and growth stablization,. XN should
adhere to market orientation and establish market research institutions in the direction of
development,take different sale strategies for different markets, expand the scope of
customers and the scale of business. In terms of operation, XN should actively carry out
Fine Management,and establish detailed indicators in regulation system, operation
management,financial internal control and so on. In the aspect of business model, XN
should continuously optimize the entrusted operation management, and build a
streamlined and efficient organization through the platform of external cooperation and
the flatness of internal coordination. For talent strategy, it is necessary to realize
knowledge and age in the company for business and management innovation.

While providing strategic reference for XN,this paper has some reference value for
strategic management and daily operation in any other company.
