全面预算管理经过多年来的发展，这种现代管理模式的理论方法和成�崳�
功经验日益被我国各类大中小企业所重视和接受。特别是国有大中型企业、�崳�
集团等纷纷把全面预算管理当作企业加强集权管理，为实现集团公司对分�崳�
公司、子公司内部控制的重要手段和作为开展集团化管理的突破口。但在�崳�
实际工作中，现行的预算管理也出现了各种各样的弊端。�崳�
本文以D锰业集团公司为例，根据其国有独资企业、股权结构复杂层�崳�
级多和涉及海外企业的特点，全面分析D锰业集团公司在全面预算管理中�崳�
的问题和原因。针对这一典型的例子，构建了通过增设预算管理委员会，�崳�
完善全面预算管理组织架构；制定清晰的流程和规范化的标准，构建科学�崳�
的编制方法；编制预算执行分析，严格把控全面预算管理的执行；建立有�崳�
效的沟通机制，提高全员的参与度，定期对合理的预算进行调整；建立健�崳�
全预算管理系统的考评和预算执行者的评价体系和考核指标。�崳�
通过事前全面预算管理，事中事后全面监督和实时沟通，实现全面预�崳�
算管理的最终目标。形成良性循环的综合管理预算体系，促进企业良性发�崳�
