摘要
在工业化不断发展的今天，世界各国对能源的需求日益增大，化石能源在使
用过程中造成的污染问题越发严重，致使化石能源面临较大的压力，各国开始将
注意力集中在可再生能源行业的发展上来。内蒙古是一个能源需求量大且能源资
源相对丰富的省份，大力发展可再生能源在内蒙古是可行的并且对内蒙古工业发
展有着巨大的促进作用。内蒙古正在面临的重大问题是能源产业结构优化，集中
力量发展可再生能源产业，发展绿色能源，发挥能源基地作用。如何解决这一重
大问题，必不可少的是金融对可再生能源产业的支持作用。在这样的大背景下，
研究金融如何有效支持内蒙古可再生能源产业的发展显得尤为重要
基于以上背景和研究意义，本文采取了比较分析法、案例分析法、理论与实
践相结合等方法对可再生能源产业的金融支持进行研究。本文就现有文献进行分
析总结，从国外文献、国内文献两个方面总结了金融在能源或可再生能源发展过
程中的相关研究以及现有基础理论；介绍了内蒙古可再生能源产业开发利用和金
融支持现状、存在的问题及存在问题原因；通过对内蒙古可再生能源金融支持存
在问题的原因分析，找出解决内蒙古可再生能源产业融资障碍的途径，提出相关
建议、意见：首先，需要政府通过一系列财税方面的扶持政策为可再生能源产业
的发展营造良好的政策环境，引导和激励投资者将资金投向该行业。其次，需要
积极拓展融资渠道，创新市场化融资方式。通过综合运用政策扶持与市场化融资
手段，充实融资手段，扩大融资渠道，为壮大可再生能源产业提供资金保障

Abstract
In today's industrial development, all countries in the world growing demand for
energy, fossil energy in the process of using the pollution problem caused by the
increasingly serious, the fossil energy is facing greater pressure, countries began to
focus on the development of renewable energy industry. Inner Mongolia is a big energy
demand and energy resources relatively abundant provinces, energetically develop
renewable energy in Inner Mongolia is feasible and in Inner Mongolia has a huge role in
promoting industrial development. The major problem facing Inner Mongolia is the
structural optimization of the energy industry, focusing on the development of
renewable energy industry, developing green energy and playing the role of energy base.
How to solve this major problem is the financial support for the renewable energy
industry. Under such a background, it is very important to study how finance can
effectively support the development of Inner Mongolia renewable energy industry.
Based on the above background and research significance, this paper adopts the
method of comparative analysis, case analysis, theory and practice to study the financial
support of the renewable energy industry. Analysis in this paper, the existing literature
summary, from two aspects of domestic and foreign literature literature summarizes the
finance in the energy or related research in the development of renewable energy as well
as the existing basic theory; This paper introduces the current situation and problems of
the development and utilization of renewable energy industry in Inner Mongolia, the
current situation of financial support, the existing problems and the causes of the
problems. Based on renewable energy in Inner Mongolia financial support the analysis
of the causes of problems, find solutions to renewable energy industry in Inner
Mongolia way of financing obstacles, puts forward relevant proposals and Suggestions:
first of all, the need to support on the government through a series of fiscal and taxation
policy for the development of renewable energy industry create a good policy
environment, guide and active investors put money into the industry. Secondly, we need
to actively expand financing channels and innovate market-based financing methods.
Through the comprehensive utilization of policy support and marketization financing
means,we will enrich the financing means and expand the financing channels to provide
financial guarantee for the expansion of the renewable energy industry.
