摘要
21世纪以来，随着全球科技水平的迅速发展和经济一体化进程的加速，全
球社会经济水平得到迅速发展，物质生活得到极大丰富，但与经济快速增长相
对应的，是无可避免的人类对自然资源的消耗和对环境的污染。在全球碳项目
（Global Carbon Project，GCP）发布的《2016年全球碳预算报告》相关数据显
示，2015年全球化石燃料及工业二氧化碳排放总量约36.3GtC (1GtC为10亿吨
碳），与2014年持平，较1990年（即《京都议定书》规定的排放量计算基准年）
增加了63%，2016年全球化石燃料及工业二氧化碳排放量增长0.2%，达至
36.4GtC左右。我国尽管二氧化碳排放量增速下降，但仍占全球排放总量的3成
环境污染所导致的各种灾难性事件越来越多（最明显的例子为近年来不断出现
的大范围雾霾天气），严重影响到人们的健康和安全。面对经济增长带来的资源
消耗和环境问题，各国政府和消费者“绿色”意识不断增强
本文在总结国内外关于绿色采购相关研究成果的基础上，对绿色采购内涵、
企业绿色采购的实施和绩效评价做了相应的界定和归纳，并在之后的实例研究
上，将分析对象选定为保健饮料制造商K企业，分析了其目前经营处于困境的
主要原因，认为K企业实施绿色采购是适应行业发展和市场消费需求的必然选
择。随后以实施绿色采购为目标，本文对K企业现有采购管理模式存在问题进
行归纳，并认为K企业在绿色意识、组织架构、管理和技术水平、人力资源等
反面的不足是主要原因。在此基础上，本文评估了企业面临的内外部环境，从
采购标准、流程、供应商管理、组织设计和人才培养等方面提出了K企业实施
绿色采购的设计方案，从实践的角度，把理论与具体的实际相结合，从企业绿
色采购的方案设计到实施路径都作了详细的研究，并以案例的形式展示，对于
我国企业如何实施绿色采购，有着一定的参考价值和实践意义

As governments and the public concern about environmental protection and
resource consumption，the green development strategy to become the focus of
enterprise development，as a source of raw materials of manufacturing enterprises，
the green procurement strategy is important for enterprises to achieve green
development.This paper summarized related research on green procurement，
implementation and performance evaluation of corporate green procurement made the
corresponding definition and induction.And at the instance of the studies the analysis
of the selected object as K enterprises，analyzes the main reasons it is currently
operating in distress and think to adapt to the needs of industry and market
consumption，it is very necessary to K enterprises implement green procurement，in
order to implement green procurement targets，the paper summarized the existing
problems of K enterprises procurement management，and think the lack of K
enterprises in green consciousness，organizational structure，management and
technology，human resources is the main reason.On this basis，the paper assesses the
internal and external environment of K enterprises，Proposed focus on green
procurement K.In the performance evaluation section，think K should be based on
long-term business，environmental and economic benefits from a comprehensive
assessment of green procurement performance.
