摘 要
在上级公司“把班组建设作为事关企业发展战略的全局性、基础性工作来考虑”、
“做企业管理变革的积极探索者”等要求的指引下,X移动分公司开展了班组建设
系列工作。在转型发展之际,中国移动提出“大连接”、“一体两翼”战略,管理上
提出“打基础、补短板、上水平、谋长远”的要求,对公司班组建设提出了更高的
要求。对标兄弟公司,X移动分公司部分班组、部分领域的建设及管理过程成熟度
不够,部分班组、部分领域的绩效表现横比标杆公司仍有一定差距。为此,急需优
化班组建设模式,深化卓越班组建设,建立以先进理论为指引,以制度管理为基础,
以团队绩效为导向,以员工满意为标准的班组建设综合体系,打造一批卓越班组,
并做好班组创新成果最佳实践的推广
本文通过书籍、期刊、论文研究,思考卓越班组建设的理论、方法、思路、路
径,寻找班组建设的卓越之道。通过标杆对比分析方法,逐条对比标杆查找卓越班
组建设和管理过程中的不足之处。通过访谈调研,获取基层班组在卓越班组建设过
程的关注点、采用的方法及行为表现等信息。运用卓越绩效模式等理论要义的指引,
以《中国移动卓越班组评估准则》为依据,将标杆对比情况与访谈调研情况进行结
合,在总结回顾卓越班组建设的现状、举措的基础上,查找卓越班组建设存在的问
题,寻找完善卓越班组建设的解决之道。力图通过科学的、持续改进的班组建设及
管理过程,追求班组更大范围更大力度的对比卓越,促进基层班组不断成长,实现
班组建设的不断深化,为公司的发展打下更为坚实的基础
完善卓越班组建设,需要以卓越绩效模式等理论为指引,推动卓越绩效模式先
进理论与生产实际紧密融合,破解班组建设与生产实际两张皮的问题。需要着力推
动班组建设从普及到深化,培育班组长的卓越绩效模式思维习惯,提高班组目标和
计划管理的先进性、提升班组对内外部客户的服务质量、优化班组制度流程有效性
的管理、充分挖掘班组更进一步对标的积极性,也需要通过整合工作团队、加大资
源投入、完善班组建设的测量体系、建设功能更为强大的系统来进行保障,以此引
导更多班组实施卓越的建设和管理,打造更多的卓越班组、卓越人才、卓越绩效,
完成战略落地、团队建设、人才培养三位一体的目标。以实现卓越的绩效为导向,
以卓越先进的方法推动基层班组的管理和工作更上新台阶

ABSTRACT
Under the parent company's guidance of we need consider the group construction
as a matter of enterprise development strategy overall and basic workandto be a
positive explorer of enterprise management reform, the X branch of Chinamobile
launched a series of group construction work. On the occasion of the transformation and
development, China Mobile proposed the Big Connection, One Body Two Wings
strategy and the management requirements of “laying the foundation, make a short board,
on the level, the long-term plan”,which putting forward higher requirements on the group
construction of the company. Compared with the brotherhood company, the construction
and management maturity of some group are insufficient. Therefore, It is the urgent need
to optimize the group construction mode and to create a comprehensive system of group
construction which make advanced theory as a guide ,based on the system management
and oriented on group performance, made employee satisfaction as the standard. At the
same time, we need try to forge a series of excellent group, and try to promote the
innovation of best practice to deepen the excellent group construction.
This paper sought for the way of excellent group construction with the help of books
and periodical papers researching. At the same it tried to find out deficiencies in the
process of excellent group construction and management by means of comparison of
benchmarking. With the aid of the interviews and surveys, This paper got the first-hand
information on the current situation of group construction including concerns and
behavioral performance. .In this paper, we used excellent performance model and other
theories, and took the chinamobile excellent team evaluation system as the criterion,
combined benchmarking and interview research, to find out the shortcomings of the
excellence group construction on the basis of summarizing and reviewing the present
situation and measures of excellent group construction, to find out the inadequacy and the
solution. We should strive for a wider range of efforts and a greater degree of
comparative through scientific and continuous improving group construction and
management process. At the same time, we need to promote the continuous growth of
grass-roots groups, and deepen the building of teams and groups to lay a more solid
foundation for the development of the company.
Improving the construction of excellent group needs making the excellence
performance model and excellent group evaluation system as a guide and the criterion.

And it is striving to promote group building from popularization to deepen, to promote
the advanced theory and actual production performance excellence model integration, to
close the combination of group construction and production practice. We need to make
efforts to promote the group construction from popularization to deepening, cultivate the
thinking habits of the group leader's excellent performance model, improve the
advancement of the goal and the plan management, raise the service and satisfaction of
the internal and external customers in the group, deepen the management of the
effectiveness of the group system process and fully excavate the enthusiasm of further
benchmarking. It is also needed to integrate the work team, increase the input of
resources, improve the measurement system of group construction, and build a more
powerful system to guarantee leading more groups to carry out excellent construction and
management, and create more outstanding teams, outstanding talents and excellent
performance .We need to promote grass-roots groups sustained to grow, make the
strategic landing, group construction, personnel training to merge into a single whole.
Finally ,we require to achieve group building's unceasing deepening, to lay a more solid
foundation to the development of the company.
