摘要
历经四十载的改革开放，我国已发展成为世界第二大经济体和最大的发展中国家
高速的增长在很大程度上是由能源资源粗放式的高投入、高消耗所拉动，并伴有严重的
环境污染问题。在全球气候变化与化石能源不可再生的现实条件下，中国经济发展仍依
靠以煤为主的高碳能源驱动，同时能源需求持续增涨，使得中国经济-能源-环境系统协
调可持续发展面临诸多挑战，也对可再生能源开发利用提出了新要求。可再生能源的产
业链条长、产业带动力强，对区域经济发展促进作用显著。可再生能源产业发展也是保
障我国能源安全、实现绿色可持续发展的关键所在。我国可再生能源资源储量巨大，可
再生能源产业也在过去的十几年里取得了较快发展，在部分领域甚至达到世界领先水
平。然而，我国可再生能源产业基础整体还较为薄弱，仍处于发展的初级阶段。可再生
能源属于资金密集型产业，因而其可持续发展离不开有效的金融支持，同时也需要相应
的激励措施与政策保障。而可再生能源产业有其自身的融资特征和激励机制，不能简单
套用一般产业的发展模式
本文首先对我国可再生能源产业的发展进行总结，分析了可再生能源的资源条件，
当前的产业发展成效、环境以及约束等发展情况。系统讨论了金融支持可再生能源产业
发展的介质和机理，梳理了可再生能源产业融资现状、资金结构和主要金融支持工具
并在对现有政策激励机制的分析基础上，划分出主要的激励方式。进一步地，探讨了金
融支持与激励机制之间的关系，对现有金融支持与政策激励进行了定性评价，并提出相
应的对策思考。文章对可再生能源金融支持与政策激励机制做了系统梳理，研究结论是
对可再生能源产业发展相关理论的丰富，以期为推动我国可再生能源产业的可持续发展
提供一定的参考

Abstract
Afterfortyyearsofreformandopeningup,Chinahasbecomethesecond-largest
economyandthelargestdevelopingcountryintheworld.Theeconomicgrowthisstillbound
toextensiveinvestmentandhighconsumptionofenergyresources,andisaccompaniedby
seriousenvironmentalpollution.Consideringtheconditionsofglobalclimatechangeand
Unsustainablefossilenergy,China'seconomicdevelopmentisstilldrivenbycoalbasedhigh
carbonenergy,whiletheenergydemandcontinuestoincrease,thestablecoordination
sustainabledevelopmentsystemofenergy-economy-environmentinChinaisstillfacing
manychallenges,andmakesnewdemandsforthedevelopmentandutilizationofrenewable
energy.Renewableenergyhasstrongindustrialchain,thecomprehensivemotivationof
industryarestrong,whichplaysasignificantroleinpromotingregionaleconomic
development.Thedevelopmentofrenewableenergyindustryisalsothesignificanceand
urgencyofenergysecurityandmeasurestopreventclimatechange.Therenewableenergy
resourcesinChinaareabundant,andtherenewableenergyindustryhasmaderapid
developmentoverthepastdecade.Insomefields,ithasbeenintheleadingpositioninthe
world.However,thefoundationofrenewableenergyindustryinChinaisstillrelativelyweak,
andisstillattheinitialstageofdevelopment.Renewableenergyisacapitalintensiveindustry,
soitssustainabledevelopmentcannotbeseparatedfromeffectivefinancialsupport,andit
alsoneedscorrespondingincentivemeasuresandpolicyguarantee.Renewableenergy
industryhasitsownfinancingcharacteristicsandincentivemechanism,sowecannotsimply
applythegeneralindustrydevelopmentmode.
ThispaperfirstdiscussesthedevelopmentofrenewableenergyindustryinChina,
analyzestheresourceconditionsofrenewableenergy,thedevelopmentofcurrentindustrial
development,environmentandconstraints.Thispaperoffersasystematicanalysisofthe
incentivepolicysystemandfinancialsupportforthedevelopmentofrenewableenergy
industry,andanalyzedthefinancingstatus,capitalstructureandmainfinancialsupporttools
ofrenewableenergyindustry.Basedontheanalysisoftheexistingpolicyincentive
mechanism,themainincentivemodesaredivided.Further,therelationshipbetweenfinancial
supportandincentivemechanismisstudied,andtheevaluationandanalysisofexisting
financialsupportandpolicyincentiveisgiven,andthecorrespondingcountermeasuresare
putforward.Thispaperoffersasystematicanalysisoftheincentivepolicysystemand
financialsupport,thefinancialsupportandpolicymechanismhaveplayedasignificantrolein
promotingthedevelopmentofrenewableenergyindustryinChina.Finally,the
countermeasuresandsuggestionsareoffered,contributingtobetterdecision-makinginpolicy。
