摘要
如今，我们处于一个知识爆炸的时代，学校教育已难以满足社会对继续教
育的需求。我国不断出台一系列政策来促进终身教育发展和全民素质提高，这
是我国社会发展的必然要求和趋势。我国社区教育经过长期发展，为提高社区
居民的生活质量作出了巨大贡献。然而，我国社区教育仍然处于初步发展阶段，
没有形成系统化的、完整的发展体系。为促进社区教育的进一步发展，我国各
地和学术界纷纷探索发展社区教育的新模式，其中依托广播电视大学建立社区
学院成为如今社区教育的重要模式
对于深圳市而言，社区教育的持续发展能够满足市民对教育的多样化需求，
有助于学习型社会的构建。根据《深圳市中长期教育改革和发展规划纲要》，
2015年10月30日，深圳市盐田区建立依托深圳沙头角电视大学的社区学院
盐田区沙头角电视大学处于探索社区教育发展的初步阶段。本文以深圳沙头角
电视大学为研究对象，探讨促进盐田区社区教育发展的策略
本文首先综述国内外学者对电大参与社区教育必要性、优势和路径等方面
研究，提出本文研究内容和目的，并且对终身教育理论和SWOT分析理论进行
阐述，为本文研究提供理论支撑；其次，本文简要梳理沙头角电视大学服务社
区教育的实践，并采用问卷形式调查盐田区居民的社区教育认知和需求情况，
据此结合电大现实情况进行SWOT分析；最后，根据SWOT分析矩阵，本文
提出一系列改进策略，包括：树立电大社区教育工作者的共赢理念，提升居民
社区教育认知；加强自身教师队伍建设，满足社区教育师资需求；整合各方资
源，建立资源共享平台；完善社区教育管理制度，实现运行高效；重视社区教
育理论研究，为社区教育发展提供理论指导。因此，本文不仅是对盐田区社区
教育实践效果的有益调查研究，而且有利于沙头角电视大学更好服务社区教育，
促进盐田区社区教育持续发展

Today, we areare in the information explosion era，School education can't
meet the needs of the society for continuing education after school.Our country
constantly introduce a series of policies to promote the development of lifelong
education system and improve the quality of the people,which is a natural tendency of
social development in our country.Over a long period of development, Community
education in our country has made a great contribution to improvingthe quality of
community residents’ life.However,Community education is still in its preliminary
stage,and has not formed a systematic and complete development system.In order to
promote the further development of community education, many areas and the
academia explore new modes of community education development, the
establishment of community college by radio and television university has become an
important model for community education.
For Shenzhen, the sustainable development of community education can meet
citizen demand for the diversification of education, and help the construction of
learning society.According to outline of Shenzhen medium and long-term education
reform and development plan,On October 30, 2015,Yantian district of Shenzhen
established community college which relys on Sha Tau Kok radio and television
university.Thus, sha tau kok TV university is still in the preliminary stage of
exploring the development of community education. Bazed on sha tau kok TV
university Regarding sha tau kok TV university as the object, The paper discusses the
strategy to promote the community education development in Yantian district.
This article first reviewes the domestic and foreign research including the
necessity, advantages and path of community education,puts forward Research
Objectives, and expoundstheoretical foundation including lifelong educationtheory
and the SWOT analysis theory.Secondly,the paper sorts out the practice of
community education,designsthequestionnaire to investigatecommunity
education cognition and demand ofResidents in in Yantian district.Finally,
according to the SWOT analysis matrix, this paper presents a series of improvement

strategies,including: set up win-win business philosophy among community
education workers,improve residents' community education cognition; strengthen the
construction of teachers, meet the demand of teachers for community education;
integrate all resources,establish resource sharing platform; perfect the community
education management system to operate efficiently;attach importance to
theory study on community education, provide theoretical guidance for development
of community education.Therefore, this study not only investigatesimplementation
effect of community education in Yantian district, but also can help sha tau kok TV
university to make better service for community education to promote sustainable
development ofcommunity education in Yantian district.
