摘要
新型城镇化理念使城市规划走向精细化,传统的“邻里”关系逐渐转变为以
“社区”集群关系,社区集群化趋势明显,社区银行应运而生。社区银行是社区
消费转型升级的必然结果,但国内社区服务仍处普及阶段,社区金融服务设施未
能较好地匹配社区群体的消费需求,金融机构的企业文化未能与社区文化融合必
将成为银行业务进入社区的最大挑战。在GD,以GD农信联社为代表的金融机构,
以社区银行为载体,对普惠金融的实践作出了积极而有效的探索。目前,发展社
区银行已经成为推开普惠金融、银行业打造新零售业态最为有效的途径和方式之
一。在金融的新零售业态发展进程中,社区银行无论在网点数量、服务模式、服
务内容等方面均日渐丰富,但依然存在界定模糊、服务功能有待完善、辐射面窄、
盈利能力低和融资成本高等现实问题。本文以普惠金融与战略管理理论为基础,
综合国内外文献及专家学者的研究成果,选取ZQ农商银行为研究样本,重点论述
了ZQ农商银行的战略管理过程。具体为战略分析、战略选择、战略保障三大环节
对于ZQ农商银行的战略分析,本文综合ZQ农商银行当前的基本情况以及内部架
构、资产规模、盈利能力等核心数据,运用了EFE、IFE等分析工具对ZQ农商银
行所处的政治法律环境、经济环境、文化环境、技术环境、产业环境和竞争环境、
总体资源、企业能力以及优劣势等方面进行了系统的分析;对于ZQ农商银行的战
略选择,本文使用了SWOT矩阵进行分析,得出了SO、WO、ST、WT四大备选战略,
结合ZQ农商银行的经营特点、内部资源与综合实力,在此基础上提出选择SO-普
惠金融视阈下推进社区银行建设的战略作为ZQ农商银行的主体战略;其余备选战
略作为有益的补充。对于ZQ农商银行的战略保障,本文提出了施行诸如:管理策
略科学化、资源配置精细化、服务体系专业化、风险控制常态化等举措,以保障
社区银行战略的顺利实施。本文研究旨在丰富农商银行的发展战略选择,为ZQ农
商银行网点转型社区银行以及其他商业银行的金融服务社区化发展提供借鉴和指
导意义

Abstract
The concept of new urbanization makes urban planning trend to fine. The
traditional neighborhood relationship has gradually changed to community cluster
relationship, and the trend of community clustering is obvious. Community banks
appear as the times require. Community bank is an inevitable result of the
transformation and upgrading of the consumption community, but the community
service is still on the stage of popularity in domestic, the financial services community
hasn’t fused with the consumer demand of community group. The corporate culture of
financial institutions failed to integrate with the community culture will become the
biggest challenge of banking into the community. In GD, the financial institutions,
represented by GD Rural Credit Union, take the community bank as the carrier, and
make an active and effective exploration to the Inclusive Finance. At present, the
development of community banks has become one of the most effective ways and ways
to push forward the Inclusive Finance and banking industry to create new retail formats.
In the process of development of new retail banking, community banks are increasingly
rich no matter in the number of outlets, service mode, service contents or other aspects,
but there are still problems such as definition of fuzziness, services need to be improved,
narrow radiation, higher profitability and lower real financing cost. This paper is based
on the Inclusive Financial and strategic management theory, takes ZQ Rural
Commercial Bank as an example, to comprehensive with the research results of
domestic and foreign literatures and experts and scholars, focuses on the study of
strategic management process of ZQ Rural Commercial Bank. Specifically, it divided
into three links of strategic analysis, strategic choice and strategic guarantee. For the
strategic analysis of ZQ Rural Commercial Bank, this paper summarizes the basic
situation of the bank and its internal structure, asset size, profitability and other core
data, with the use of EFE, IFE, SWOT and other analysis tools to make a systematic
analysis on the political and legal environment, economic environment, cultural
environment, technological environment, industry environment and competitive
environment, the overall resources, enterprise ability and disadvantages. For the
strategic choice of ZQ Rural Commercial Bank, this paper uses the SWOT matrix to
analyze the four major alternative strategies of SO, WO, ST and WT. On the basis of the
management characteristics, internal resources and comprehensive strength of ZQ Rural
Commercial Bank, the strategy of promoting the construction of regional banks under
the SO-Inclusive Finance view is proposed as ZQ Rural Commercial Bank’s mainly
strategy with others as supplement. For the strategic guarantee of ZQ Rural Commercial
Bank, this paper puts forward such measures as scientific management of management
strategy, fine resource allocation, specialization of service system and normalization of
risk control, in order to ensure the smooth implementation of community bank strategy.
The research aims to select the development strategy of rich rural commercial bank, to
provide reference and guidance for the development of ZQ Rural Commercial Bank and。
