摘要
我国“贫油、富煤、少气”的能源结构为现代煤化工产业的快速发展提供了
先决条件。目前,我国现代煤化工技术已取得全面突破,关键技术水平已居世界
领先地位,对保障国家能源安全、促进石化原料多元化和推进煤炭清洁高效利用
发挥了积极的作用。然而,国际油价动荡,技术水平有待提升,行业标准亟待完
善,以及环境和水资源承载能力、盲目规划建设新项目等问题为其发展蒙上了一
层阴影。现代煤化工产业以及现代煤化工企业如何通过技术创新实现安全、绿色、
创新发展是一个值得深入研究的课题
SH煤化工公司是首批国家级现代煤化工示范项目之一,是世界首套实现工业
化的煤制烯烃项目,在世界煤化工产业发展史上具有里程碑意义。本研究以现代
战略管理和技术创新理论为基础,全面总结提炼了SH煤化工公司技术创新成效和
问题,综合运用波特五力分析、价值链分析、SWOT分析等方法,对公司技术创新
外部环境和内部条件进行了深入剖析,进一步明确了公司“深度低成本+适度差异
化”的总体战略方向,提出了“一个中心、三个抓手、一个体系”的技术创新发
展战略及战略重点,并明确了与之相匹配的、切实可行的保障措施
本研究为我国现代煤化工产业以及现代煤化工企业的安全、绿色、创新发展
提供了适用而有效的技术创新战略选择,值得同类型企业参考借鉴,具有一定理
论价值和实践启示

Abstract
The energy structure of poor oil, rich coal and low gas in China provides a
prerequisite for the rapid development of modern coal chemical industry. At present,
great progress has been made in modern coal chemical industry. The key technologies
are on the leading point in the world, which play a positive role in promoting the
diversification of petrochemical materials, clean coal utilization and ensuring national
energy safety. However, the problems such as Volatility in intenational oil prices, the
necessity of improving the technical level and industry standards, as well as the
environment and water resources carrying capacity, blindly planning new projects have
cast a shadow over their development. How the modern coal chemical industry and
modern coal chemical companies achieve safety, green, and innovative development
through technological innovation is a subject worthy of in-depth research.
The SH Coal Chemical Company is one of the first state-level modern coal
chemical demonstration projects. It is the world's first industrialized coal-to-olefins
project and has a milestone in the history of the world's coal chemical industry. Based
on the theory of modern strategic management and technological innovation, this study
comprehensively summarized the effectiveness and problems of SH Coal Chemical's
technological innovation, and comprehensively used Porter's five-force analysis, value
chain analysis, SWOT analysis, and other methods. The external environment and
internal conditions of the technological innovation of the coal chemical company were
thoroughly analyzed, and the overall strategic direction of “deep low cost + moderate
differentiation” of the SH coal chemical company was further clarified. This article
proposes a Technological innovation strategy of “one center, three grippers, and one
system” and defines practical and feasible safeguards that match this strategy.
This study provides a suitable and effective strategic choice for the modern coal
chemical industry and the modern coal chemical industry in terms of safety, green, and
innovative development. It is worthy of reference from the same type of enterprises and
has certain theoretical value and practical implications.
