摘 要
公务机基地作为公务航空重要的基础性设施，其硬件设施和服务体系的建
设完善对通航产业的成长发挥关键作用。近年来，中国的公务机服务需求日趋
增长，但公务机的基础设施及运营工作相对滞后。尽管在北京、上海、以及沿
海地区等政治或经济发达地区，公务机基地的建设不断发展，但从总体来看，
我国公务机基地建设发展与欧美、日本等发达国家相比，无论是从硬件设施建
设、产业创新服务还是运营管理等方面都还存在很大差距。目前，“国际国内
并举、客运货运并重，大力发展公务机业务”正成为越来越多大型机场特别是
枢纽性机场的发展方向。同时随着云南省经济水平发展和区域交通枢纽建设需
求的不断增长，作为正在全力打造国际交通枢纽的昆明长水机场也迎来了难得
的发展机会。在这样的大背景下，抓住国家促进通用航空业发展的机遇期，以
满足全省经济社会发展需求为出发点，深入研究公务机基地的建设和运营，对
实现云南航空服务的差异化和便捷化，完善全省通用航空基础设施建设，发挥
通用航空服务功能对有关产业的带动作用，为云南主动服务和融入“一带一
路”、长江经济带等国家发展战略，打造区域性的国际航空枢纽将具有理论和
现实意义
本文首先界定了公务机基地相关概念、介绍了以斯莱沃斯基理论和产业链
理论等相关理论，并以此作为研究的理论基础；运用PEST分析法，分别对公务
机基地的发源地美国，以及我国周边公务机基地发展较成熟的日本、新加坡的
运营模式进行宏观环境分析，从中总结归纳了公务机基地运营模式中的一些特
点，以帮助找寻出对云南公务航空产业发展有益经验；分析和探讨我国公务机
基地运营模式的现况和存在的问题；将我国公务机基地状况与国外公务机基地
状况进行比较，分别从投资建设主体模式、经营管理模式和盈利模式这三个角
度对昆明机场公务机基地运营模式开展分析和提供选择建议；最后，从研究国
内典型公务机基地样本现况入手，对昆明机场公务机基地的具体运营实施提出
了参考建议

Operating base of corporate aircraft, as the basic service support facility of general,
aviation, plays a vital role in development of general aviation. At present, China's
operating base of corporate aircraft industry in its infancy. Operating base of Shanghai,
Beijing, Shenzhen,corporate aircraft will be set up as China's economy the most
active region, and reflecting regional demand leading to the development of general
aviation. Compared to the United States, however, both the China’s operators of and
the service of operating base of corporate aircraft of general aviation is low, which
can provide the service and operation scale which are far away from what in abroad.
Its service capacity cannot satisfy the needs of domestic general aviation market and
enterprises. In resent years, with the high-speed economic development of Yunnan
Province, Kunming Airport as a transportation hub of Yunnan, faces unprecedented
development opportunities. Thus, the study on the operation mode of operating base
of Kunming corporate aircraft has a strong theoretical and practical significance.
Firstly, this paper defines the concept of operational base of corporate aircraft and
introduces related theories in this paper, which is the theoretical basis of this research.
Secondly, using PEST analysis method, executive operating base to the United States
and Japan respectively executive operating base, Singapore executive operating base
of the operation mode of the three macro environment analysis, and summarizes the
executive base operating model of experience and enlightenment. At the same time,
analyzes and discusses the executive operating base operation mode in China and its
existing problems, and the executive operating base in our country situation
comparing with foreign executive operating base condition; Thirdly, using the
competitive strategy theory and value chain theory, this paper discusses the operation
mode of Kunming Airport business operation base from the perspective of investment
construction mode, operation management mode and profit model. Finally, from the
executive operating base project bidding, executive operating base construction
schedule management and business operation base construction quality control these
three aspects discusses the Kunming Airport executive operation construction
management.
