军需供应机制转型背景下WJ公司的战略转型研究
摘 要
1993年10月30日,《中央军委关于整顿改革军队生产经营的决定》要求,军以下
作战部队不再从事经营性生产;1998年3月,军委决定,非作战部队也不搞经营性生
产;7月,中央军委下发《关于军队和武警部队全面停止有偿服务活动的通知》。军需企
业同样作为市场经济的一个主体参与市场竞争以来,一些民营企业也加入到了这一竞争
行列。对于传统的依靠军需产品加工的企业在激烈的市场竞争下,甚至面临接不到单的
困境,WJ公司就属于这类企业,加以地方政府对当地民营企业的支持,WJ公司成为解
放军军用炊事器材军供企业之一。公司前期发展的大部分订单来源于军供,然而在军需
供应机制转型下,企业军需产品订单逐年减少,2018年面临失去军需品订单的风险,而
这部分订单在往年营业收入中直接和间接影响接近一半。在这种情形下,公司要得以发
展壮大,进行战略转型是必然趋势
本文以WJ公司为例,通过对WJ公司内外部环境分析、现行战略的分析,发现WJ公
司现有战略存在的问题,强调WJ公司进行战略转型的必要性。同时采用SWOT分析法、
SPACE矩阵分析、波士顿矩阵分析等分析工具进行战略选择分析,再利用QSPM定量矩阵
针对备选战略择优选择。再以WJ公司实际情况为基础,围绕战略转型方向提出参考策
略。为确保策略得以有效落地,本文进一步提出具体的实施措施。最后,对全文进行总
结并对未来的发展和研究进行了展望,希望WJ公司能在军民融合的大环境下稳步发展
以WJ公司的战略转型为军需供应机制转型下类似公司的战略转型提供参考

Research on the strategic transformation of WJ company

ABSTRACT
On October 30, 1993, the Central Military Commission's decision on rectifying and
reforming the military's production and operation required that the combat troops below the
military should no longer engage in operational production; in March 1998, the Military
Commission decided that non-combat troops should not engage in operational production; In
July, the Central Military Commission issued the Circular on the Complete Stopping of Paid
Service Activities by the Army and the Armed Police Force. Since the military-dealing
companies also participated in the market competition as an entity of the market economy, some
private enterprises also joined this competition. For the traditional enterprises relying on
military processing products in the fierce market competition, and even face the difficulties of
receiving orders, WJ company belongs to this type of enterprise, to local government support
for local private enterprises, WJ company became the PLA military misuse equipment One of
the military supply companies. Most of the orders for the company's early development came
from military supplies. However, under the transformation of the military supply system, orders
for military demand products for enterprises decreased year by year. In 2018, they faced the
risk of losing orders for military supplies, which were directly and indirectly affected by
previous years' sales revenue. Nearly half. Under this circumstance, it is an inevitable trend for
the company to grow and expand.
This article takes WJ company as an example, through the analysis of WJ company's
internal and external environment and the analysis of current strategy, finds out the existing
problems of WJ company's existing strategy, and emphasizes the necessity of WJ company's
strategic transformation. At the same time, SWOT analysis, SPACE matrix analysis, Boston
matrix analysis and other analysis tools are used for strategic selection analysis, and then QSPM
quantitative matrix is used to select the best choice of alternative strategies. Based on the actual
situation of WJ Company, a reference strategy was proposed around the direction of strategic
transformation. In order to ensure the effective landing of the strategy, this paper further
proposes specific implementation measures. In the end, the author summarizes the full text and
looks forward to the future development and research. It is hoped that WJ will develop steadily
in the context of military-civilian integration. Taking WJ's strategic transformation as a
reference for the strategic transformation of similar companies under the transformation of the
military supply system.。
