摘要
改革开放三十多年来,在出口导向型经济的拉动下,中国经济以低端制造
业加入全球经济链,实现了中国经济的高速增长,取得了举世瞩目的成就。然
而,2008年全球金融危机后,中国以往赖以发展的廉价的劳动力、便宜的原物
料等优势生产要素优势不再明显,中国经济进入增长缓慢期,急需进行国内产
业转型、升级,以促进中国经济进入高端经济领域、打开国际贸易领域新局面,
提升国际竞争力,确立中国在国际贸易领域的话语权
自中国第一家自贸区——上海自由贸易试验区批准设立开始,自贸试验区
在行政管理改革、金融制度创新、贸易便捷化等方面进行了一系列有益的尝试
和探索。同时,十八届三中全会后,中共中央、国务院印发了《关于深化国有
企业改革的指导意见》。要求国有企业必须在完善现代企业制度、理顺国有资
产管理体制、发展混合所有制经济、强化监督防止国有资产流失、为国有企业
改革创造良好环境条件等方面实现重大改革,以达到提升国有企业的经济活力、
强化国有企业控制力、影响力、抗风险能力的目的
厦门海沧投资集团有限公司(以下简称“海投集团”)作为厦门市海沧区
区属国有企业,也是海沧区的主要开发、建设、运营单位之一,其当前面临的
问题反映了大部分国有企业目前面临的问题。本文以其为研究对象,通过对我
国当前所处政治大环境及市场经济发展形势的发展历史、现状研究,结合海投
集团发展的基本宏观环境、中观环境、微观环境,通过运用调查问卷、矩阵分
析法、SWOT分析法等方法,对海投集团自身发展优劣势进行分析,最终提出新
形势下海投集团发展战略,以及为实施这一战略提供的实施保障。受我国目前
经济发展环境不断变化、各地经济发展水平不一、海投集团自身发展瓶颈等因
素影响,海投集团发展战略在施行中面临着各种问题,但并不妨碍在实施过程
中,通过不断积累经验,逐步调整企业发展战略,实现海投集团“发展经济、
招商引资、保值增值”的职能定位,确保在集团主营业务的基础上稳健拓展,
实现产业链条延伸,盈利模式创新,基业长青的最终目标

Abstract
After the reform and opening up for more than thirty years, China's economy
has joined the global economic chain with low-end manufacturing. And under the
pull of export-oriented industries, China's economy is growing rapidly and has
reached remarkable achievements. However, after the global financial crisis in 2008,
China's former advantages of production factors are no longer obvious, and the
economy is experiencing a slow growth. China urgently needs to transform and
upgrade domestic industry to promote the new situation in high-end economy, open
up new situation in international trade, improve international competitiveness and
establish China's discourse right in international trade.
Since China's first free trade zone, China (Shanghai) Pilot Free Trade Zone, was
approved to be established. The free trade pilot zone has conducted a series of useful
attempts and explorations in administrative reform, financial system innovation, and
trade facilitation. After the Third Plenary Session of the 18th Central Committee of
the Communist, the Central Committee of the CCP and the State Council issued The
Guidance of Deepening Reform of State-owned Enterprises(hereafter referred to
Guidance). According to the Guidance, in order to enhance the economic vitality of
state-owned enterprises and strengthen their control, influence and ability to resist
risks, state-owned enterprises must carry out major reforms in terms of improving
the modern enterprise system, streamlining the management system of state-owned
assets, developing a mixed ownership economy, strengthening supervision on
preventing the loss of state-owned assets, and creating favorable environmental
conditions for the reform of state-owned enterprises.
In this paper, the research object is Xiamen Haicang Investment Group Co.,Ltd,
one of the main development, construction and operation units of
Xiamen Area of China (Fujian) Pilot Free Trade Zone,which is also one of the
eleven state-owned enterprises in Xiamen. With the background of the development
path, present situation, and data about the basic macro environment and
microenvironment of the development of Xiamen Haicang Investment Group

Co.,Ltd, the thesis analyzes favorable and unfavorable parts of the development
of the group by using questionnaire, matrix analysis and SWOT analysis method,
and proposes the development strategy and the implementation guarantee for it. Due
to the changing environment of China's economic development, the varying levels of
economic development in various regions, and the bottleneck of the development of
Xiamen Haicang Investment Group Co.,Ltd itself, the Group's development strategy
is facing various problems in its implementation. However, in the implementation
process, by accumulating the experience, and gradually adjusting the strategy of
enterprise development, so as to achieve the functional orientation of the group :
developing the economy, attracting investment, and preserving and increasing value.
And the group can ensure steady expansion on the basis of the its main business, so
as to achieve the ultimate goal of industry chain extension and profit model
innovation, and finally be built to last.
