摘要
2011年至2015年我国经济进入了“新常态”:煤炭产能出现严重过剩,价格
大幅回落,煤炭行业跌入“寒冬”。通过国家能源供需结构大规模的调整和改革,
2016年开始,煤炭行业逐渐回暖,迎来了重要拐点,主要原因在于政策的支撑
但我国煤炭行业的内部发展动力仍然不足,新问题也在逐渐凸显,面对众多不利
因素的叠加,原有粗放式经营管理方式已不能适应新形势下高质量发展的要求,
煤炭企业只有坚持质量第一、效益优先的理念,才能使整个行业发展焕发新的活

乌海市是内蒙古自治区重要的煤炭能源、化工基地,资源丰富、工业发达、
厂矿企业相对集中。乌海市LS煤矿位于乌海市海南区西来峰,总投资1.2亿元,
属中小型煤炭企业。本文利用PEST、波特五力竞争、SWOT分析模型及战略要素评
估矩阵法对LS煤矿内、外部环境进行了深入的分析探讨,梳理出LS煤矿外部机
遇、威胁和自身优势、劣势,识别选择LS煤矿的扩张型发展战略,然后依据LS
煤矿发展现状研究制定相适宜的发展战略方案,并提出针对性的实施与保障措施
本文通过对LS煤矿的分析研究,以能够为LS煤矿找到一条可持续的发展之路,
以及将LS煤矿打造成具有活力的新型能源企业作为最终目标,同时也为其他中小
型煤炭企业的发展提供一定的参考

Abstract
From 2011 to 2015,China's economy has entered the new normal:There was a
serious excess of coal production capacity,prices fell sharply,and the coal industry fell
into the winter. In the beginning of 2016,coal industry gradually warms up, ushered in
an important turning point,The main reason for this is the support of policies. However,
the internal development momentum of the industry in our country is still insufficient,
and new issues are gradually emerging. Faced with the superposition of many
unfavorable factors, the original extensive management and management methods can
no longer meet the requirements of high-quality development under the new situation.
Only by sticking to the concept of quality first and benefit priority can the coal
enterprise be able to rejuvenate the development of the entire industry.
Wuhai City is an important coal energy and chemical industry base in Inner
Mongolia. It is rich in resources, developed industries, and relatively concentrated in
factories and mines. LS Coal Mine is located in Xilaifeng, Hainan District, Wuhai City,
Total investment is 120 million yuan, which belongs to small and medium-sized coal
enterprises. In this paper, PEST, Porter's five forces competition, SWOT analysis model
and strategic factor assessment matrix method are used to deeply analyze the internal
and external environment of LS coal mine.Identify opportunities, threats, and their own
advantages and disadvantages of LS coal mines. Selecting the LS coal mine's
expansion-based development strategy, and then formulating a suitable development
strategy plan based on the development status of the LS coal mine, and propose targeted
implementation and safeguard measures. Then according to the development status of
the LS coal mine, a suitable development strategy plan is formulated and a targeted
implementation and safeguard measures are proposed. This article through the analysis
of LS coal mines, to be able to find a sustainable development path for the LS coal mine,
and to make the LS coal mine into a dynamic new energy group as the ultimate goal, but
also for other small and medium-sized coal enterprises enterprises certain reference.
