JT发电企业内部控制体系的优化研究

摘要
我国经济进入新常态，国有企业尤其是电力企业竞争日趋激烈，风险逐渐增
加。作为电力行业的重要组成部分，发电企业正处在重大变革时期，为了应对国
家经济政策的变化、煤炭市场的不稳定性、电力市场的激烈竞争、企业内部环境
的复杂性以及风险变化，发电企业需要在其经营的过程中不断强化企业内部控制
建设，优化和改善内部控制管理体系，才能更好地提升企业抵御风险的能力
本文对国内外相关理论和文献资料进行了整理，首先理清了企业内部控制体
系优化的研究思路和框架，为JT发电企业内部控制体系的优化提供理论支撑。其
次，选择JT发电企业作为本次研究的对象，介绍了企业发展的概况，分析了企业
内部控制体系的现状，并从内部控制环境、风险评估、关键控制活动、信息交流
与沟通、内部监督五个方面对体系的现状和存在的问题进行了分析。再次，对JT
发电企业内部控制体系存在的问题进行优化，从五个方面提出了明确内部控制的
目标、建立整体协调管理机制、完善内部监督机制、强化内控监督委员会职责等3
项优化措施，并对优化的效果进行测试，保证优化工作真实、有效，为以后研究
发电企业的内部控制体系提供理论支持
综上所述，本文通过对发电企业内部控制体系进行优化，发现现有体系中存
在的问题，并对问题进行完善和改进，不但可以强化电力企业内部控制建设手段，
而且可以为电力企业的健康发展提供理论支持和指导，具有一定的现实意义

ABSTRACT
As China's economy enters a new normal, the competition of state-owned
enterprises, especially power enterprises, is increasing. As an important part of power
industry, power generation enterprises are in a period of great change, in order to cope
with the change of national economic policy, the instability of coal market, the fierce
competition in power market, the complexity of internal environment and the change of
risk, the power generation enterprises need to strengthen the internal control
construction of enterprises
Optimize and improve the internal control management system, in order to better
enhance the ability of enterprises to resist risk. In this paper, the relevant theories and
literatures at home and abroad are sorted out, firstly, the research thinking and frame of
internal control system optimization of enterprise are sorted out, which provides
theoretical support for the optimization of the internal control system of JT Power
generation enterprise. Second, the choice of JT Power generation enterprise as the
object of this study, this paper introduces the general situation of the enterprise
development, analyzes the current status of the internal control system of the enterprise,
and analyzes the present situation and existing problems of the system from the internal
control environment, risk assessment, key control activities, information exchange and
communication, and internal supervision five aspects. Thirdly, the problems in the
internal control system of JT Power generation Enterprise are optimized, from five
aspects, this paper puts forward some 3 optimization measures, such as clarifying the

objectives of internal control, establishing the overall coordination management
mechanism, perfecting the internal supervision mechanism, strengthening the
responsibility of the Inner Control Supervision Committee, and testing the effect of
optimization to ensure that the optimization work is real and effective,It provides
theoretical support for studying the internal control system of power generation
enterprises.
To sum up, this article through to the Power generation enterprise internal control
system optimization, discovers the existing system existence the question, and to the
question consummation and the improvement, not only may strengthen the electric
power enterprise Internal control construction method, moreover may provide the
theory support and the guidance for the electric Power Enterprise's healthy development,
has certain practical significance.
