摘要
近年来,受内蒙古自治区经济增速放缓、企业经营情况欠佳、投资意愿不强、
优质项目匮乏、直接融资冲击加大、政府债务置换加快等因素影响,S银行内蒙
古分行公司信贷业务出现了贷款余额快速下滑、报批贷款迅猛减少、客户信用等
级持续向下迁徙、潜在风险贷款余额快速上升,不良贷款前清后溢,收益水平明
显落后于同业等不利局面,如何转型脱困已经是S银行内蒙古分行公司信贷业务
面临的最重要课题。通过全行业的系统分析、宏观政策的深入梳理以及与同业差
距的仔细对标,发现以能源、交通、煤化工为主的传统信贷领域已经无法支撑公
司贷款的稳步增长,只有做大做强以城市基础设施、城市公共事业、产业集聚区、
棚户区改造为主的政府主导项目领域PPP模式信贷及金融服务业务,才能促进S
银行内蒙古分行信贷稳步增长、实现扭亏为盈
本文首先提出论文写作的选题背景和研究目的;其次在研究S银行内蒙古分
行PPP融资业务发展现状的基础上,提出存在的主要问题;再次,对其发展环
境和条件进行分析,并提出该行PPP融资业务发展面临的机遇与威胁;通过对
其自身资源条件和能力条件分析得出发展的优势和劣势;然后,通过SWOT分
析矩阵明确该行PPP融资业务竞争战略为差异化竞争战略,差异化主要体现在
市场选择差异化、产品设计差异化、服务方式差异化;最后,提出战略实施的保
障措施,最终实现S银行内蒙古分行PPP融资业务竞争力整体提升。本文对PPP
融资业务竞争战略的研究,能够帮助S银行内蒙古分行明确PPP融资业务办理
模式,促进公司贷款企稳回升、尽快实现赶超同业,在激烈的市场竞争中赢得主
动,指导业务依法合规开展,少走转型途径上的弯路,规避潜在的政策、市场风

Abstract
In recent years, because of Inner Mongolia autonomous region economic
growth is slowing, the enterprise is in poor condition, the willingness to invest is not
strong, lack of quality projects, impact of direct financing, government debt
replacement accelerated, etc. Bank of S Inner Mongolia branch company credit
business appeared loan balance rapid decline, applications for loans have fallen
sharply, company's credit rating continues to move downward, the balance of
potential risk loans has risen rapidly, the non-performing loan overflowed, income
level is obviously behind the peers, how to make the transformation is already the
most important task facing the company credit business of bank of S Inner Mongolia
branch. Through the whole industry system analysis, thoroughly combed macro
policies, analyze the gap with competitors, it has been found that the traditional credit
field, dominated by energy, transportation, etc. Cannot support the steady growth of
corporate loans, only bigger and stronger in urban infrastructure, urban public utilities,
industrial concentration areas, Shantytown renovation, mainly government-led project
areas of PPP mode of credit and financial services business, can promote bank of S
Inner Mongolia branch credit steady growth and profitability.
Firstly, this paper puts forward the background and purpose of the research.
Secondly, this paper reviews the development of the PPP financing business in Inner
Mongolia branch of S bank, and puts forward the main problems existing in the
development process. Thirdly, it makes an in-depth analysis on the development
environment and development conditions, and puts forward the opportunities and
threats facing the development of the PPP financing business of S bank Inner
Mongolia branch. The advantages and disadvantages of the development are further
analyzed by means of its own resources and capability. Then, through the SWOT
analysis matrix, it is clear that the competition strategy of the PPP financing business
in Inner Mongolia branch of S bank is a differentiated competitive strategy.
Differentiation is mainly reflected in market selection differentiation, financing
product design differentiation and service method differentiation. Finally, the security
measures for the implementation of the strategy are put forward, and finally realizes
the overall improvement of the competitiveness of the PPP financing business in the
Inner Mongolia branch of S bank. In this paper, the research on the competitive
strategy of PPP financing business can help the Inner Mongolia branch of S bank to

clarify the mode of business handling of PPP financing. Promote steady growth of
corporate loans, catch up with competitors as soon as possible, occupies advantageous
position in the fierce market competition, to guide commercial Banks to handle
business according to laws and regulations, avoid detour in the path of transformation,
and avoid potential policies and market risks.
