基于战略采购转型的采购管理研究

随着经济的增长和社会的进步,企业间的竞争日趋激烈。不同于十年前狼少肉
多的局面,企业销售额的高速增长掩盖住了企业内部粗放管理的缺点,让领导者将重
心放在销售业绩的增长上。如今,市场上的竞争越来越激烈,大部分企业都选择适当
的手段来提升市场竞争力,其中降低生产成本,提高采购供应链管理水平是企业重要
的经营方式
但是目前,中国大多民营企业仍旧按照传统的采购模式进行管理,特别是一些
传统行业,如压力容器行业。A公司是作者所在压力容器行业中的本土龙头企业,2017
年该企业在全国压力容器排名列于前十大重点民营企业,其客户群分布在美国、加拿
大、欧洲及全国各重点城市,其部分产品居于全国技术领先地位,企业在行业具有不
小的影响力。但即使是这样一家规模不小的企业,却仍旧施行传统的采购管理模式,
内耗严重,采购人员行政工作量大,采购策略单一,供应商群庞大。近几年企业领导
者越发意识到先进的管理理念和模式对企业的重要性,采购管理改革已经上升到企业
的战略管理高度,与供应商协同降本,供应商的质量,直接影响企业产品的市场竞争

本人正是在这样一个契机下,被该企业领导从外企引进,帮助A公司进行采购
管理改革。本文也正是在这样的机会下形成,首先是针对最新的采购管理模式进行介
绍,并阐述其基本原理,然后再结合企业现状,并针对A企业现阶段存在的问题进
行分析,从中发现A企业在进行采购过程中其采购定价策略单一,供应商群体庞大
且质量下滑,绩效管理不完善,供应风险没有识别及预防措施等突出问题,从而提出
采购全成本概念,供应商绩效管理,风险识别及控制,三方面相结合的系统化采购管
理体系,给A公司建立起高质量高绩效的供应商群体,增强供应链风险抵抗能力,
及供应链的持续改进能力,为A公司抢占世界市场打造制胜法宝

Research on procurement management based on the
implementation of strategic procurement transformation
Abstract
With the growth of the economy and the progress of the society, the competition
among enterprises is becoming more and more intense. Unlike the situation of wolf meat
less than ten years ago, the rapid growth of corporate sales has covered the shortcomings of
extensive management within the enterprise, and let the leaders focus on the growth of
sales performance. Nowadays, in the face of increasingly fierce market competition
environment, most enterprises must take relevant strategies to improve their market
competitiveness. Reducing production costs and improving the level of supply chain
management is an important business way for enterprises.
But at present, most of the private enterprises in China are still managed according to
the traditional purchasing mode, especially in some traditional industries, such as the
pressure container industry. A is the pressure vessel industry in local leading enterprises in
2017, the enterprises in the country ranked in the top pressure vessel of ten key private
enterprises, the distribution of the customer base in the United States, Canada, Europe and
all the key city, some of its products in the country's leading position in technology,
enterprises have no small influence in the industry. But even a small scale enterprise still
implements the traditional procurement management mode, which has serious internal
friction, large administrative workload of purchasing staff, single procurement strategy and
huge supplier group. In recent years, business leaders have become more aware of the
importance of advanced management concepts and models to enterprises. The reform of
purchasing management has risen to the height of strategic management of enterprises,
which is directly related to the quality of suppliers, and directly affects the market
competitiveness of enterprises.
I am in such an opportunity to be introduced by the leadership of the enterprise from
foreign enterprises to help A company to carry out the reform of purchasing management.
This paper is formed in this opportunity, first of all to the new purchasing management
mode of related basic theories, and then combined with the current situation of。。。。。。
