摘要
地勘单位作为一个传统行业中从事技术服务业务的组织单元，虽然有着较长
的发展历程，但在经营管理上却有很多方面依然延续了计划经济体制时期的管理
方式，很多管理手段还比较原始、粗放，缺乏系统性、先进性。目前，我国经济
发展步入新常态，从高速增长的发展转向中速增长的高质量发展，经济运行下行
压力加大。如何在这个时期保持稳定的发展、实现经济效益持续增长，成为包括
吉林建材地勘队在内的各个地勘单位所面临的重要问题。作为地勘单位经营管理
的核心内容，项目管理尤其是项目的流程管理的好坏直接影响着企业经营的成
败，影响着企业的生存和发展。虽然有一些地勘单位比较重视项目管理，在项目
管理工作的一些方面做出了不少的探索和改进，但从整体而言，依然没有摆脱传
统的管理模式，管理形式单一、管理内容简单，项目管理没有形成一套较为完整
的、系统的管理体系，不能实现对项目进行全生命周期的有效管理，影响了地勘
单位实现良性的长远发展
本文将吉林建材地勘队作为研究对象，以项目管理体系理论为指导，基于企
业管理视角，按照发现问题、分析问题、解决问题的思路，坚持理论联系实际相
结合的原则，对吉林建材地勘队项目管理的现状进行了系统性分析和有效性评价
等研究。根据吉林建材地勘队的管理现状，结合地勘单位经营管理的行业特点，
通过比较分析、综合研究等方法，针对项目管理的组织机构、管理制度、管理流
程等方面进行分析评价，找出地勘单位项目管理工作中存在的问题和不足。运用
现行的科学、规范的项目管理理论和方法，针对如何改善及建立项目管理体系中
的进度管理、成本管理、质量管理和风险管理等主要管理流程，以及与项目管理
相关的战略、组织结构、角色划分等职能、制度的建立和保障措施等内容进行研
究。通过归纳总结、提炼出适用于地勘单位项目管理的一些主要流程和管理手段，
研究、构建出一套适合吉林建材地勘队的项目管理流程体系，基本能够满足吉林
建材地勘队实现规范经营管理的需要
通过吉林建材地勘队项目管理流程体系的研究，以期在地勘单位项目管理方
式上取得一定的实践创新，为地勘行业中的其他单位项目管理的整体改进提供一
些比较好的借鉴，使地勘单位的项目管理能力方面得到系统性的强化。项目管理
的主要流程体系的建立对规范吉林建材地勘队的生产经营和保持其稳定健康发
展具有重要意义

Abstract
As an organizational unit of technical service business in traditional industries,
geological exploration units have a long history of development. However, there are
many aspects of management that continue to be managed during the planned
economic system period. Many management methods are still relatively primitive，
extensive, lack of Systematic and Advancement. At present, China’s economic
development has entered a new normal, shifting from high-speed growth to moderate
growth with high-quality, and increasing downward pressure on economic operations.
How to maintain stable development and achieve sustained economic growth during
this period has become an important issue for all geological exploration units
including the Jilin Building Materials Exploration Team. Project management, as the
core content of the management of geological exploration units, the quality of project
management processes directly affects the success or failure of enterprise project
management, and affects the survival and development of the enterprise. Although
some geological exploration units pay more attention to project management, they
have made many explorations and improvements in some aspects of project
management. However, as a whole, they still do not get rid of the traditional
management model. The management form is simple and the management content is
simple. Project management did not form a relatively complete and systematic
management system and could not achieve effective management of the entire life
cycle of the project, and affected the prospective long-term development of the
geological exploration unit.
This article takes the Jilin Building Materials Exploration Team as the research
object, takes the project management system theory as the guide, and based on the
perspective of enterprise management, according to the problems of finding problems,
analyzing problems, and solving problems, sticking to the principle of integrating
theory with practice, and managing project of the Jilin Building Materials Exploration
Team. The status quo has carried out systematic analysis and effectiveness evaluation
studies. According to the management status of the Jilin Building Materials
Exploration Team, combined with the industry characteristics of the operation and
management of geological exploration units, through comparative analysis,
comprehensive research and other methods, the project management organization,
management system, management process and other aspects of the analysis and。。。
