摘 要
上个世纪90年代以来，经济发展对石油的需求越来越大，使得石油的安全输送越来
越重要，从而，石油输送管道运行的安全管理也就越来重要。而让遗憾的事，国内石油
管道运行的安全管理实践还存在诸多问题，这将对石油输送管道的安全运行造成较大的
影响
基于上述背景，本文以当前国内外石油管道运行的安全评价与管理手段研究成果为
支持，采用对比分析以及模糊评价的方法，对长庆油田石油输送管道运行的安全管理现
状进行了描述分析，并在此基础上，采用模糊评价方法对长庆油田石油输送管道运行的
安全管理进行了评价，结果显示，长庆油田石油输送管道运行的安全管理在生产作业环
境，安全管理职责分工和安全立体防控体系等方面取得了较好的进展。但同时还存在安
全管理组织结构冗余与责任不明、HSE安全管理模式建设不成熟、风险安全管理机制不
完善、内部监督机制运行缺位、管道法制安全宣传管理还有不足等问题。而造成这些问
题的原因则主要在于管理制度的灵活性差、考核机制不健全、管理层面对技术管理不重
视。由此，本文认为完善当前管道运行的安全管理对策，包括强化管道安全管理培训，
提升危机意识与风险管理水平；科学建立风险评估体系，形成以风险管理为核心的组织
体系与工作职责；重视风险档案管理相关工作，充分保障风险应急预案有效性；健全监
督预警机制，实施全面的人员考核方案

Abstract
Since the 90s of last century, the demand for oil from the economic development is
bigger and bigger, which makes the safe transportation of petroleum more and more important.
Therefore, the safety management of the operation of the petroleum pipeline is also more and
more important. Unfortunately, there are still many problems in safety management practice of
domestic oil pipeline operation, which will have a great impact on the safe operation of oil
pipelines.
Based on the above background, The research results on safety evaluation of the current
international oil pipeline operation and management means for domestic support，using
comparative analysis, the pipeline operation safety management theory as the basis of
Changqing oilfield oil pipeline operation safety situation described analysis, description and
comparison analysis, comprehensive status this paper argues that, in recent years, the
Changqing Oilfield in the oil pipeline safe operation has a good progress, especially the
construction of 3D safety prevention and control system, the better the protection of the safe
operation of pipeline. But at the same time, there are still some problems, these problems
include crisis consciousness, lack of effective emergency management plan; risk assessment
system failure risk identification, quality should be improved; the risk of statistical work is not
in place, lack of safety archives management system; internal supervision mechanism vacancy,
lack of basis for staff assessment. Finally，this paper improve the pipeline operation safety
management measures, including strengthening the pipeline safety management training,
enhance the sense of crisis and risk management; establish scientific risk assessment system,
the formation of risk management as the core of the organization system and work
responsibilities; attach importance to risk archives management related work, to fully protect
the risk of emergency preplan of sound; supervision and early warning mechanism, realize the
comprehensive appraisal scheme.
