摘要
太阳能具备安全清净,取之不尽用之不竭极具特性的优点,这已成为近几年
发展最快的可再生能源。光伏发电作为一种可持续的能源代替方式,正受到我国
政府的高度重视,我国政府有关部门已经对光伏发电的产业进行长期规划,将其
视为重要的战略性新兴产业。中国制定的新能源产业正在振兴和规划,全面推进
中国新能源和可再生的能源发展,减少二氧化碳的气体排放量,缓解全球的气候
变化。在推动市场的经济条件下,这可以进一步地加快我国的光伏发电的产业和
建设应用项目。光伏的发电项目是保护环境效益最佳的供给电源之一,这是中国
鼓动勉励和撑持的洁净能源的开发项目。开发太阳能的资源可以贯彻国家的可持
续发展要求的具体体现,还可以对促进城镇经济发展和减缓地区环境破坏造成的
不可估量的灾害,为实现自然环境和我国社会经济的协调发展并获得的共同利
益,这都是具有相当重要的意义
中国的城镇太阳能资源是相当的丰富。超富裕地区的逐日辐射量跨越每平方
米4千瓦时。黑龙江省是太阳能资源相称丰硕的地域。黑龙江省西部的大庆市的
太阳能资源分布也比较均匀。大庆市的太阳辐射总量已超过每平方米4800兆焦,
城区的辐射量也基本相同。本文对光伏电站工程项目建设方案进行分析,以大庆
市大同区晶科20MW光伏电站工程为例,从太阳能的资源、工程地质、太阳能
的光伏电站电气工程管理、环境影响评价和光伏电站建成后节能效益分析、工程
投资概算和投资管理等方面进行剖析,建设光伏发电项目,这对带动大庆区域经
济发展,引领产业升级,提高工业占比具有重要意义

Abstract
Solar energy has the advantages of safety and cleanliness, and has inexhaustible
features. It has become the fastest-growing renewable energy source in recent years.
As a sustainable alternative to energy, photovoltaic power generation is being highly
valued by the Chinese government. The relevant government departments of our
country have long-term plans for the photovoltaic power generation industry and
regard it as an important strategic emerging industry. The new energy industry
formulated by China is being revitalized and planned to comprehensively promote the
development of new energy and renewable energy in China, reduce carbon dioxide
emissions and mitigate global climate change. Under the economic conditions that
promote the market, this can further accelerate China's photovoltaic power generation
industry, construction and application projects. Photovoltaic power generation is one
of the best power sources to protect the environment. This is a clean energy
development project that China encourages and supports. The development of solar
energy resources can implement the specific manifestations of the country’s
sustainable development requirements, and can also contribute to the inestimable
disasters caused by the promotion of urban economic development and the mitigation
of regional environmental damage, and achieve the coordinated development of the
natural environment and our country’s social economy. This is all of great
significance.
China's urban solar energy resources are quite abundant. Daily radiation in
ultra-rich regions spans 4 kilowatt-hours per square meter. Heilongjiang Province is a
region rich in solar energy resources. The distribution of solar energy resources in
Daqing City in the west of Heilongjiang Province is relatively even. The total amount
of solar radiation in Daqing City has exceeded 4,800 megajoules per square meter,
and the amount of radiation in urban areas is basically the same. This article analyzes
the plans for the construction of photovoltaic power plant projects, taking the Jinke
20MW photovoltaic power station project in Datong District of Daqing City as an
example, from solar energy resources, engineering geology, solar photovoltaic power
station electrical, fire and civil engineering, construction and engineering
management, and environmental impacts. Evaluation and analysis of energy
conservation benefits, project investment estimates, and financial evaluation after the
completion of the photovoltaic power station will be carried out. The construction of

photovoltaic power generation projects will be of great significance in driving
regional economic development in Daqing, leading industrial upgrading, and
increasing industrial share.
