摘要
金融行业竞争逐渐激烈，大有愈演愈烈之势，商业银行通过高水平的信息化建设提
升经营管理水平，期望为自己构筑安全隔离带，甩开竞争对手。C农信社由于其历史和
体制原因，信息化建设起步较晚，建设进程滞后，由此而引起的不利于其发展的弊端已
经凸显，使其在金融市场的竞争中处于相对劣势。因此，通过加快信息化建设，提高信
息化建设水平进而提升经营管理水平，加强金融创新能力，成为C农信社升级与转型的
重要方式
本论文在深入研究企业信息化建设相关理论及文献资料的基础之上，结合C农信社
经营管理的特点，从基础设施、应用系统、相关制度、培训及人才等层面对C农信社信
息化建设的现状做了全面的总结，发现C农信社信息化建设的问题为：定位不清；认识
存在误区；投入资金不足；人才缺乏。并对上述问题的原因进行了深入客观的分析，认
为导致这些问题的主要原因有：目标不明确；思想认识不足；管理层对信息化建设重视
不足；人事管理混乱，无法提供复合型人才生长的环境。针对以上问题和原因，结合C
农信社自身发展状况，从基础设施、应用系统、商业模式、业务创新、运行与维护、信
息管理与风险防范六大方面对其建设方案进行优化。最后，针对方案提出了资金、人才、
监管等保障措施，以保障优化方案实施有效性和可行性
研究认为，信息化建设是金融业的核心竞争力之一，其主要表现为：提高了金融企
业面对市场竞争的快速应变能力；有效降低金融企业整体经营成本，提升其整体运营效
率；增强了金融企业运用科技方式及数据分析进行决策的能力，帮助金融企业确立适应
经济发展趋势的决策

ABSTRACT
Thecompetitioninthefinancialindustryhasbecomefiercerandfierce.Thecommercial
bankshaveimprovedtheirmanagementlevelthroughhigh-levelinformationconstruction.
Theyhopetobuildasafetybarrierforthemselvesandsetasidecompetitors.Duetoits
historicalandinstitutionalreasons,C.RuralCreditCooperativesUnionstartedlatein
informationconstructionandtheconstructionprocesslagsbehind.Thedisadvantagescaused
byitsdevelopmenthavebeenhighlighted,makingitrelativelyinferiorinthecompetitionof
financialmarkets.Therefore,byacceleratingtheconstructionofinformatization,improving
thelevelofinformatizationconstruction,improvingthemanagementlevel,andstrengthening
theabilityoffinancialinnovation,ithasbecomeanimportantwayfortheupgradeand
transformationofC.RuralCreditCooperativesUnion.
Basedonthein-depthstudyoftherelevanttheoriesandliteraturesofenterprise
informatizationconstruction,thispapercombinesthecharacteristicsofC.RuralCredit
CooperativesUnion'smanagementandmanagement,andfacestheinformationofC.Rural
CreditCooperativesUnion'sinformationfrominfrastructure,applicationsystems,related
systems,trainingandtalents.Thestatusquooftheconstructionoftheconstructionhasbeen
comprehensivelysummarized.ItisfoundthattheproblemsofC.RuralCreditCooperatives
Union'sinformatizationconstructionare:unclearpositioning,misunderstandingof
understanding,insufficientinvestmentfunds,lackoftalent.Thereasonsfortheabove
problemsareanalyzedindepthandobjectively.Themainreasonsfortheseproblemsare:the
targetisnotclear,theideologicalunderstandingisinsufficient,themanagementpays
insufficientattentiontotheinformatizationconstruction,thepersonnelmanagementischaotic
andcannotprovidethegrowthsurroundingsofcompoundtalents.Inviewoftheabove
problemsandreasons,combinedwithC.RuralCreditCooperativesUnion'sowndevelopment
status,itoptimizesitsconstructionplanfromsixaspects:infrastructure,applicationsystem,
businessmodel,businessinnovation,operationandmaintenance,informationmanagement
andriskprevention.Finally,safeguardssuchasfunds,talents,andsupervisionareproposed
fortheplantoensuretheeffectivenessandfeasibilityoftheimplementationofthe
optimizationplan.
Thestudybelievesthatinformationconstructionisoneofthecorecompetitivenessofthe
